ANNOUNCEMENT
FOR TENDER PRE QUAUFICATION FOR EPSC CONTRACTS ASSOCIATED WITH THE
SOUTH MAHAKAM DEVELOPMENT PHASES 1 AND 2
 
TOTAL E&P INDONESIE, acting as a Production Sharing Contractor of BP MIGAS, hereby invites companies to register for pre-qualification prior to the start of the tendering process for the above developments.
 
1. GENERAL
In order to further develop the South Mahakam in East Kalimantan, TOTAL E&P INDONESIE intend to issue a Cal for Tender for FOUR (4) contracts, Inducing potential combinations and alternatives, as further detailed below.
 
2. PROJECT DESCRIPTION
The South Mahakam Development Phases 1 and 2 (SMK 1&2) with be divided for tendering purposes into the following four main contracts:      
• SMK 1 &2 / EPSC 1: Engineering. Procurement, Supply, Construction, Load Out and Sea Fastening of Tripod Jackets for the Main Stupa,East Mandu and West Stupa Platforms.
• SMK 1 &2 / EPSC 2: Engineering. Procurement, Supply, Construction, Load Out, Hook Up and Assistance for Commissioning and Start Up of Topsides for the Main Stupa, East Mandu and West Stupa Platforms and Onshore 24” Pipeline and Modifications to Existing Facilities.
• SMK 1&2 / EPSC 3: Engineering, Procurement, Transportation and Installation of • • SMK 1&2 associated 24” Export Line and 24” and 12’ Sea lines.
• SMK &2 / EPSC4: Engineering, Transportation and Installation of Jackets and Topsides of the Main Stupa,
East Mandu and West Stupa Platforms.
Pre qualified companies (the Tenderers), will be invited to submit a Tender(s) for one or more of the above contracts on a stand alone basis. Provided a Tender has been submitted on a stand alone basis Tenderer may also submit an Alternative Stand Alone Tender and/or s Combined Tender(s) for one or more Contract Combinations where he is able to propose a schedule and/or coat benefit to TOTAL E&P INDONESIE.
The final decision with respect to acceptable contract combinations end/or Alternative Tenders will remain solely with TOTAL E&P INDONESIE. When evaluating at Tenders i.e. stand stone contracts, contract combinations and Alternative Tenders, TOTAL E&P INDONESIE will look for the lowest overall development cost.
All of the above will be further defined in the Call for Tender document which will be issued to pre qualified companies.
 
3. SCOPE OF WORK SUMMARY

EPSC 4
Three (3) tripod jackets and appurtenances for the Main Stupa, East Mandu and West Stupa Platforms (each jacket weighs approx. 700 Metric tons).
Three (3) integrated Topsides for the Main Stupa, East Mandu and West Stops Platforms (each Topside weighs approx. 750 Metric tons) plus onshore pipeline, tie-in and modifications to existing facilities in Senipah.
A 24” export line from Main Stupa to Senipah (approx. 70 km), 24” sea line from East Mandu to ‘Y’ connection on export line (approx. 10 km) and 12” sea line from West Stupa to Main Stops (approx. 4km).
Transportation and Installation of the three (3) jackets and associated topsides for the Main Stupa, East Mandu and West Stops Platforms (in water depth ranging from 50m to 60m).
• Detailed engineering, site survey and interface management,
• Main structural steel free issued by COMPANY,
• Procurement of all the remaining steel, anodes, piles, conductor pipes,
• Construction of the flee (3) tripod jackets,
• Load out and sea fastening of the three (3) tripod jackets and associated piles and conductor pipes.
• Detailed engineering, site survey, and interface management,
• Main structural steel free issued by COMPANY,
• Valves above 6” and actuated valves on/off above 2” and multiphase flow meters free issued by COMPANY,
• Procurement and supply of the main components of the topsides end the entire equipment for the telecommunication system,
• Construction and pre-commissioning of the three (3) topsides and of the entire telecommunication system,
• Load out and sea fastening of the three (3) topsides,
• Mobilisation of Marine Spread(s) for hook up,
Hook up following installation of topsides by EPSC4,
• Assistance to COMPANY during commissioning and start-up,
• Onshore pipeline, be-Ins and modifications works to the existing facilities at Senipah including telemetry, control, safety systems and by pass line.
• Detailed engineering, site surveys and interface management,
• Line pipe material free issued by COMPANY,
• COMPANY P0 for SSIV (SMK 1&2 /, PO102B) wit be assigned to the successful Tenderer,
• Procurement of at the remaining materials, anodes, coating materials,
• Coating, and transportation of line pipe,
•Mobilisation/demobilisation of marine spread(s),
• Installation of the 24” export line including trenching,
• Installation of ‘1’ connection on export line,
• Shore approach works,
• Installation of 24” and 12” sea lines,
• Diving works for all sub sea installations and connections,
• Pre-commissioning of the entire pipeline network and SSIV’s.
• Detailed engineering and interface management,
•Mobilisation/demobilisation of marine spread(s),
• Transportation of the jackets, topsides, vents booms and telecom masts and appurtenances to the offshore location,
• Installation of the jackets, topsides, vents booms and telecom masts and appurtenances.

4. TENDER PROCEDURE
• Two stage system (Stage One - Administrative and Technical - followed by Stage Two - Commercial - for successful Stage One Tenderers) in accordance with:
- Pedoman Tata Kerja Pengelolaan Rantai Suplai Kontraktor Kontrak Kerja Sama no. 007/PTK/VI/2004
- TOTAL E&P INDONESE Call for Tender document.
• Registration Closing Date: Tuesday, 30 June 2009, at the latest 15:00 WJB.
 
5. PRE QUALIFICATION REQUIREMENTS
In order to pre qualify to participate in the tendering process potential Tenderers shall issue an Expression of Interest Letter attaching documentary evidence to demonstrate:
• Full compliance with the Administrative Requirements, Heath, Safety and Environment Requirements and Minimum Technical Requirements set out below; and
• Previous similar experience.
Separate Expression of Interest Letters end supporting documentation shall be issued for each contract.
 
Administrative Requirements:
• Business Certificate issued by the authorized Government (SIUP),
• Articles of Incorporation / Article of Association and all of its amendments thereto,
• If Tenderer is an association of companies - Pre Tender Agreement between the Companies, NPWP Certificate,
• Valid MIGAS Certificate for oil and gas activities in line with the GAPENRI Certificate end scope of work GAPENRI Certificate,
• LPJK Certificate.
 
Health, Safety and Environment Requirements
Tenderers shall have in place and operation a Heath, Safety and Environment Management System that is in accordance with recognized standards within the international Oil and Gas industry. Tenderers shall submit details of their HSE Management System together with the:
• Number of fatalities,
• Total Recordable Incident Rate (TRIR),
• Lost Time Injury Frequency (LTIF),
during the pest three years and as defined in the International Association of Oil and Gas Producers (OGP) publication 6.5/336 January 2003.
Those companies that have previously been audited by TOTAL E&P INDONESIE shall also submit a copy of the final audit report

• Potential Tenderers abet demonstrate a proven tack record, within the last three year period, in the successful completion of EPSC Contracts for fabrication of jackets of similar type and size,
• Engineering must be experienced in jacket structural discipline,
• The Fabrication Yard shall be fully operated by the potential Tenderer or his parent company and have been in operation for the last three (3) year period with demonstrated experience of similar type of fabrication,
• The fabrication yard must have access to/from the sea with a minimum water depth of five (5) meters,
• Yard facilities must be adequate to allow the fabrication of three (3) tripod jackets (Min. 700 Metric tons each) at the same time,
• The Fabrication yard must have facilities to accommodate load out by skidding and for lifting,
• Potential Tenderers shall demonstrate that skid way, jetty and/or soil bearing capacities are suitable for jackets load out
• Potential Tanderers shall demonstrate a proven track record, within the last three year period, in the successful completion of EPSC Contracts for fabrication and hook up of decks of similar type and size and execution of modification works to Sating facilities under production,
• Engineering must be experienced in Pressure vessels, Mechanical, Structural, Piping, Electrical, Instrumentation, Control and Telemetry engineering disciplines,
• The Fabrication Yard shell be fully operated by the potential Tenderer or his parent company and have bean in operation for the last three (3) year period with demonstrated experience of similar type of fabrication
• The fabrication yard must have access to/from the sea with a minimum water depth of five (5) meters,
• The Fabrication yard must have facilities to accommodate load out by skidding and/or lifting,
• Yard facilities must be adequate to allow fabrication of three (3) topsides (min. 750 Metric tons each) at the same time,
• Potential Tanderers shall demonstrate that skid way, jetty and/or soil bearing capacities are suitable for topsides load out,
• Technical details and capabilities of the intended marine spread(s) and construction equipment for hook up shat be submitted,
• Details of the availability of the marine spread(s) shall be submitted.
• Potential Tenderers shell demonstrate a proven track record in the successful completion of EPSC Contracts for subsea pipelines of similar type and size within the last three year period (shore approach and offshore),
• Potential Tenderer abet be the owner or operator of a versatile lay barge suitable for 24’ / 12’ pipe laying in water depths up to 60m,
• Technical details, availability, and capabilities with significant similar experience of the intended marine and diving spread(s) shall be submitted,
• Potential Tenderers abet demonstrate capability to perform sub sea installations such as doglegs, “Y” junction and sub sea valves by saturation diving.
 
• Potential Tenderers shell demonstrate a proven track record in the successful completion of EPSC Contacts for transportation and installation of similar type and size of jackets and decks within the last three year period,
• Potential Tenderer shall be the owner or operator of s heavy lift vessel with a sufficient minimum lifting capacity to lift end upend the tripod jackets and lift the Topsides for installation,
• Technical details, availability and capabilities of the intended marine spread(s) and construction equipment shall be submitted,
• Potential Tenderer’s shall demonstrate capability (cape/lance end equipment) to install jacket piles and CPs.

6. REGISTRATION FOR PRE QUALIFICATION
The Expression of Interest Letter together withal supporting information required under section 5 shell be delivered before the Registration Closing Date set out in section 4 to:

TOTAL E&P INDONESIE is not committed or obligated to undertake the work described or to issue a Call for Tender or to include any respondent to this Announcement on any tender list/s. The eventual Cell for Tender will be issued only to those companies that have been pre qualified. TOTAL E&P INDONESIE will not make any form of payment for submissions presented in response to this Announcement.
