Introduction
The government has officially halted export on unprocessed mineral products since January 12 with the issuance of Ministerial Regulation No. 1/2014 on upgrading the added-value of mineral through processing and refining. The regulation insisted the shipment of unprocessed nickel, bauxite, tin, gold, silver and chromium are no longer allowed, forcing the miners to build smelter to process the ores.
The producers of copper, iron ore, manganese, lead, zinc, Ilmenite and Titanium are exempted from the ban for three years as long as the shipments meet the required minimum purity levels. However, these producers should be subjected to a progressive export tax from 20 percent to 25 percent in the first year before increasing to between 50 percent and 60 percent in 2016 as stipulated under the Finance Ministry regulation No. 6/2014.
The regulation on upgrading added-value of mineral still promote the way out for mining companies to conduct a joint venture to build the smelter facility or allowing producers who have no smelting facility to supply ores to other company which has already built the processing and refining.
The conference, jointly organized by Petromindo.com and CoalAsia magazine, would discuss detail on the implementation of export ban policy, the joint venture scheme, how the producers to secure export permit from the Trade Ministry and the detail of progressive export duty policy.
