A New Era of Power Project Finance

 

Since appointment of the new PLN board of director, Indonesian power generation sector has been swarmed by many of unprecedented issues, rigging down investors' confidence. The hampering problems are widespread from bureaucratic upto land acquisition. And now PlN lifted up deposit that must be stored by IPP in order to make its avenue to Power Purchase Agreement (PPA) stage, which now set at 10 percent from total value of the project. This requirement complicates the already convoluted-process of power generation development in Indonesia, especially in the financing process. The question was raised whether this percentage can be lowered? Or is there any way to show developer's commitment other than giving deposit?

Yet, opportunities are keep ahead. In the latest Electricity Supply Plan (RUPTL), IPP portion remains significant and high. PLN has made it very clear that IPP will build 70 percent from the 35,000 MW targeted to be developed. Small & medium power project also will remain important in Indonesia power generation portfolio, as it has been seen vividly from their rapid development in many remote areas.
