1. Coal Handling Plant (CHP) Operation Leader (Code: CHPOL A6)

a. Department  : Jetty & Materials

b. Superior/User : Jetty & Materials Manager

d. Education  : Degree (S1) or Diploma (D3) in Electrical or Mechanical Engineering

e. Work Experience : Minimum 3 years in the position of Leader of Jetty Operations in a large-scale Thermal Electric Power Generation plant of Unit capacity of at least 300MW, or in a coal mine with production capacity in excess of three million tons per annum

f. Position overview : The Coal Handling Plant (CHP) Operation Leader will be responsible for the full coal transport operational process at the Unit 5&6 site incorporating coal receiving, jetty and Port management, coal stockpile management and coal supply to the boiler coal silos in a safe and prudent manner during the Mobilization Period as well as the Operational Period thereafter under the direction of the Jetty & Materials Manager.  He will coordinate with the Jetty Management provider and the Pilotage Service provider as required to optimize performance, minimize cost and maintain secure strategic stockpiles of Coal.  In accordance with the current Fuel Management Plan, he will provide long term and day to day coordination and control of the J&M shift group plus sub-contracted scope (Pilotage Service provider, and Jetty Management Service provider, and Heavy Equipment Service provider) to unload coal from the coal shipment vessels, receive coal into the coal stockyard and deliver coal (either direct or from stacker reclaimer) to the boiler coal silos of Unit 5 & 6.

The CHP Operation Leader will also be responsible for operation of the Coal Handling runoff waste water system. Responsible for developing appropriate procedures in accordance with legislative and contractual requirements. 

g. Key tasks and responsibilities include:

• Promoting safe & efficient operations within the work area of the Tanjung Jati B Special Port, Coal Unloading Jetty, Ash Handling and Storage facilities, as well as safeguarding and improving plant reliability, availability and environmental performance.

• Supervision, monitoring, training, development and welfare of the Jetty & Materials department operational personnel.

• Day-to-day and long-term management of the Coal Jetty and port including Jetty Management provider and  Pilotage Service provider.

• Day-to-day and long-term management of the Heavy Equipment Service provider.

• Day-to-day and Long-term management of the overall Coal unloading plant and facilities, Coal stockpile and Coal handling plant and facilities.

• Day-to-day coordination with Fuel Management staff, Operations Department, Engineering Department and Maintenance Departments to ensure supply of the optimum coal blend to the boiler coal silos.

• Day-to-day operational support to Fuel Management areas including fuel oil receiving and storage systems, ash storage facilities area, and plant waste management, including bottom ash, fly ash , B3 waste and other wastes.

2. Engineering Leader (Code: EL A6)

d. Education  : Degree (S1) in Mechanical or Electrical Engineering

e. Work Experience : The Engineering Leader shall have had prior working experience in Engineering and/or  Maintenance Department in providing engineering services with at least 7 years or equivalent experience and possess the skills to deliver key tasks as mentioned below in the field of thermal power plant, having a unit capacity of at least 300MW.

f. Position Overview : The Engineering Leader supports the Engineering Manager in being custodian of plant design and provides plant systems and technical specialist support.  Developing of procedures to ensure the long-term plant health through the prudent functionality of the Engineering Department.

g. Key tasks and responsibilities include:

• Lead the team of engineering staff, in supporting the long-term health of plant equipment.

• Development and generation of necessary procedures regarding to plant engineering (e.g. coal combustion management).

• Maintaining Equipment management, including writing of plant change scheme specifications, while ensuring the application of effective codes and standards.

• Resolving technical deviations and investigating and developing the reports of any incidents (including coordination with the project owner’s TSA team).

• Support with technical evaluations of tender submissions.

• Assisting with the development of feasibility studies including return on investment.

• Providing plant monitoring and evaluation support of life-cycle evaluation and surveillance services.

• Administration of Computerized Maintenance Management System (MAXIMO).

• Provide training to Maintenance group members on the proper use of CMMS, and

• Coaching and mentoring of engineering staff in the development of skills for the effective plant management.

3. Turbine Mechanical Supervisor (Code: TMS A6)

e. Work Experience : Minimum 7 years experience at mechanical maintenance supervisory level or senior Technicians in power generation, especially Turbine and its auxiliary system

f. Key tasks and responsibilities include:

• Perform and Supervise all Preventive Maintenance (PM) Corrective Maintenance (CM) Work base on CMMS work order issued to technicians and base on mechanical Turbine maintenance procedure and instruction.

• Supervise and control quality and safety for contractors during Major Maintenance overhaul or outage work and daily maintenance work

• Collect and keep all data record of repair, testing and measurement result of equipments in Turbine Area

• Maintain function test of all of mechanical rotating parts/equipments in Turbine Area as well as standard required.

e. Work Experience : Minimum seven (7) years’ experience at mechanical maintenance supervisory level or senior Technicians in power generation, especially Boiler pressure parts and its auxiliary, Pulverizers and rotating equipment.

f. Key tasks and responsibilities include:

• Perform and Supervise all Preventive Maintenance (PM) Corrective Maintenance (CM) required base on CMMS work orders and base on mechanical boiler maintenance procedure and instruction

• Carry out coordination to other Departments or sections in Maintenance execution Including emergency work

• Supervise and control quality and safety for contractors during Major Maintenance overhaul or outage work and daily maintenance

• Collect and keep all data record of repair, calibration, test and measurement result of equipments in Boiler Area

e. Work Experience : Minimum 7 years’ experience in C & I maintenance of CFPP and 3 years in supervisory level.

f. Key tasks and responsibilities include:

• Perform and Supervise all Preventive Maintenance (PM) Corrective Maintenance (CM) Work base on CMMS work order issued to Technicians and base on maintenance procedure and instruction, for the scope of C & I apparatus, based on Annual Budget and Operating Plan.

• Supervise and control quality and safety for contractors during Major Maintenance overhaul or outage work and daily maintenance work.

• Collect and keep all data record of repair, testing and measurement result of C & I equipments.

• Report all significant known operational, design, equipment deficiencies/defects to C & I Leader and record it into CMMS work order.

• Perform periodic maintenance inspections to identify and report status of equipment and system deficiencies.

• Develop of technicians capability and knowledge by technical, safety and non technical training (initial training of newly recruited, general technical, emergency response, first aid, general safety, maintenance procedure, administration procedure etc.)

d. Education  : Senior Technical High School in Mechanical or Diploma degree (D3/S1) in Mechanical Eng. Or Naval Eng

e. Work Experience : Having 5 years Experiences for Senior High School Graduated or 3 years experiences for D3/S1 graduated in Power generation company or other Heavy industries. Having working experiences as Technician Coal Firing power plant, mining company, or Bulk Handling Plant for CHP Maintenance Technician. Having Mill wright and rotating equipment maintenance skill will be an advantage.

f. Key tasks and responsibilities include:

• Undertake Preventive Maintenance (PM) Corrective Maintenance (CM) Work base on CMMS work order issued by Supervisor and base on mechanical BOP/Boiler/Turbine/CHP maintenance procedure and instruction.

• Conduct routine function test of all of mechanical rotating parts/equipments in BOP/Boiler/Turbine/CHP Area as well as standard required.

• Report all significant known operational, design, equipment deficiencies/defects to BOP/Boiler/Turbine/CHP Supervisor and record it into hardcopy work order.

• Perform periodic maintenance inspections to identify and report status of equipment and system deficiencies.

• During mobilization period, take part in commissioning test and record it into database.

• Conduct of maintenance daily work with refer to Permit To Work (PTW) and BJS safety & environment rule.

• Conduct and maintain high standard for BOP/Boiler/Turbine/CHP maintenance work refer to quality, safety, efficiency and effectiveness concern.

• Fullfill check sheet completely and in correct manner of maintenance routine inspection work.

• Attend routine daily safety and technical tool box meeting.

• Conduct on site coordination and communication with operation and other maintenance sections to rectify complex problem.

• Inform to Supervisor related with site fault finding, contractor/BJS maintenance work progress, repair and testing result, repair method, manhours, etc.

Position overview : The Turbine Engineer supports the Engineering Leader in developing the Plant Equipment Criticality assessment for equipment related to Steam Turbine as the plant systems and technical specialist support personnel. They develop procedures to ensure the long-term plant health through the prudent functionality of the Engineering Department.

g. Key tasks and responsibilities include:

• Participating in the team of plant engineers, in supporting the programme in pursuit of plant long-term welfare

• Development and generation of necessary procedures covering plant engineering and change management aspects

• Writing of plant change scheme specifications, while ensuring the application of effective codes and standards

• Executing, monitoring and controlling CM, PM and PdM maintenance items based on plant criticality, in terms of minimizing down time, by proposing effective maintenance tasks

• Support of the Maintenance team members in resolving technical deviations and investigating and developing the reports of any incidences

• Support with the technical evaluations of tender submissions

• Assisting with the development of feasibility studies including return on investment, and cost-benefit analysis

• Preparation and issue of work permits (PTW) on plant under control of J&M department as directed.

10. Fuel Management Staff (Code: FMS A6)

e. Work Experience : Minimum 4 years’ experience in Power Generation, including 1 year experience in conducting fuel management.

f. Key tasks and responsibilities include:

• Preparation, optimizing and coordination of the Fuel Management Plan which incorporates coal shipment schedules, based on Annual Budget and Operating Plan and in accordance with Coal Supply Agreements, Coal Transportation Agreement/s, and the current generation forecast.

• Monitoring the performance of Coal Suppliers and Coal Shipping Company/s to fulfill the contract agreement and coal shipment arrangements, and reporting same to J&M Department Manager.

• Coordinating with the Jetty and Materials Operations Leader, and Maintenance Teams in relation to the receiving of coal in anticipating jetty & coal handling operation and maintenance, and coal stock management.

• Coordinating and ensuring, with the vessel Agent, that all documents required for berthing and un-berthing (sailing) are obtained, and all obligations under the GOI regulations are fulfilled.

• Coordinating with the Performance Leader in anticipating the Power Plant operational plan aspects for coal quality and coal-blending regime.

• Preparation, optimizing and coordination of a fuel oil supply plan to align with the Operating Plan and current generation forecast requirements.

• Planning and procurement fuel oil receiving and storage at the power block and coal handling fuel oil tanks.

• Coordinating with Performance Leader, BJP for the purpose of meeting PPA fuel transaction requirements.

• Conducting coal and fuel oil stock book record keeping, including arrangement with the independent surveyor for coal stock “opname” whenever required.

• Prepare, optimize, and implement a site waste disposal plan covering all bottom ash, fly ash, and other waste disposal to recycling, landfill or other downstream management process.

• Day-to-day and long term management of plant waste handling, including all ash and all other wastes, which includes management and control of the ash laydown area, hazardous and non-hazardous plant waste
