11. Senior Professional Environment

JOB ROLES

• Develop, conduct and monitor AMDAL and Environmental Management System implementation in INPEX Indonesia area; Overcome and documented operational challenge that arise during system implementation to ensure implementation of AMDAL and Environmental policy, strategy and objectives in INPEX Indonesia that clearly articulates the INPEX Indonesia expectations and covers all levels of operational practices.

• Review and recommend AMDAL and Environmental Management System improvement that includes policies and objectives for INPEX Indonesia operating units, Conduct and evaluate AMDAL and Environmental Management System socialization and communication programs including all related HSSE activities to support  HSSE communication programs achieve the target in enhancing HSSE awareness in INPEX Indonesia and relevant external parties.

• Coordinate implementation of AMDAL and Environmental Management System training programs; Review, evaluate and recommend Environmental training program improvement and adjustment;  to align and support the HSSE Management System awareness and competencies of all INPEX employees.

• Coordinate, monitor and review the AMDAL and Environmental assurance processes for INPEX Indonesia operations including risk assessment; Assist, monitor and report AMDAL and Environmental audit process; Recommend system and or policy improvement to comply with AMDAL and Environmental international standards, Indonesian laws and regulations and INPEX Indonesia Environmental requirements and to provide feedback for improvements to all operating units.

• Assist and coordinate inspection and investigation occurrence with other Department; Prepare and review Environmental incident investigation report to INPEX Indonesia Management and/or Government Offices; Analyze and evaluate the root causes to ensure Environmental incident investigation report based on INPEX Indonesia guidelines and Environmental international standards, Indonesian laws and regulations.

• Coordinate, review, revise and improve INPEX Indonesia AMDAL and Environmental Management System documentation and related documents; Monitor AMDAL and Environmental key performance indicators, Coordinate AMDAL and Environmental reporting and management review regularly to comply with INPEX Indonesia guidelines and Environmental international standards, Indonesian laws and regulations. 

QUALIFICATIONS

• Bachelor’s degree in environmental engineering, HSSE, Science, Engineering, or studies related to Oil and Gas Industry.

• A minimum of 10 years and work in Oil and Gas Company/ Industry at least 5 years.

12. Senior Professional HSSE Management System

JOB ROLES

• Develop, revise, and update INPEX Indonesia HSSE Management System document that includes policies, strategies and objectives; Review and recommend HSSE Management System improvement based on implementation in INPEX Indonesia with regarding international standard and Indonesia rules, regulation and guidelines and HSSE Management best practices to availability management system that is in line with company activities, clearly articulates the INPEX Indonesia HSSE expectations and covers all levels of operational practices.

• Coordinate and review the deployment of HSSE Management System socialization and communication programs including all related HSSE activities; Review, evaluate and recommend socialization and communication program and method to ensure HSSE communication programs achieve the target in enhancing HSSE awareness in INPEX Indonesia and relevant external parties.

• Coordinate, implement and monitor HSSE Management System training programs; Review, analyze and recommend the improvement of HSSE Management System training matrix or syllabus based on INPEX Indonesia activities, rules & regulation and best practices to improve the HSSE Management System awareness and competencies of all INPEX employees.

• Coordinate the assurance processes for INPEX Indonesia operations including risk assessment; Facilitate and monitor HSSE audit process based on HSSE audit standards, procedures and programs and INPEX Indonesia HSSE Management System requirements; Prepare and recommend assurance processes report and HSSE Audit report to ensure HSSE Management system being implemented in INPEX Indonesia according to policies, strategies and objectives.

• Coordinate, and monitor HSS incident reports according to  standards, procedures and tools; Review and finalize HSSE  Incident notification and investigation report and coordinate with other Department leader in reporting incidents to INPEX Indonesia Management and/or Government Offices; Facilitate and monitor team to inspect and investigate the occurrence and analyze/find out the root causes to ensure HSS incident report based on INPEX Indonesia guidelines and HSS international standards, Indonesian laws and regulations.

• Review and revise Indonesia HSSE Management System documentation and related documents; Facilitate and recommend HSSE Management System documentation; Maintain and monitor HSSE key performance indicators; Manage HSSE regular and incidental report for management review to comply with INPEX Indonesia guidelines and HSSE international standards, Indonesian laws and regulations. 

QUALIFICATIONS

• Bachelor degree in Science, Engineering, or studies related to Oil and Gas Industry.

• A minimum of 10 years’ experiences  in Oil and Gas Company/ Industry.

13. Senior Professional Site Safety

JOB ROLES

• Conduct, monitor and review Site Safety system according to international standard and Indonesia rules, regulation and guidelines and Site Safety system best practices to ensure Site Safety system implementation align with INPEX Indonesia Site Safety system, objectives, strategy, policy and covers all levels of operational Site Safety practices.

• Prepare and recommend Site Safety system socialization and communication programs including all related Site Safety activities for site personnel (including contractor) and related personnel; Analyze and review Site Safety system socialization and communication program implementation to ensure Site Safety system communication programs achieve the target to enhance Site Safety awareness in INPEX Indonesia and relevant external parties.

• Assist and support process of developing Site Safety training program; Conduct and monitor Site Safety training program implementation; Review and revise training syllabus to improve the Site safety awareness and competencies of all INPEX employees.

• Coordinate and monitor Site Safety assurance processes and risk assessment; Assist, coordinate and monitor Site Safety audit process based on audit standards, procedures and programs and INPEX Indonesia HSS Management System requirements through working with all related party in Site operation from the early phase of the operational plan and to provide feedback for improvements to all operating units.

• Assist and monitor incident investigation process; Coordinate and monitor assigned team to inspect and investigate the occurrences; Prepare and review incident report according to standards, procedures and tools; Assist and coordinate with other Department leader in reporting incidents to INPEX Indonesia Management and/or Government Offices to ensure HSS incident report based on INPEX Indonesia guidelines and HSS international standards, Indonesian laws and regulations.

• Conduct and monitor Site Safety documentation and related documents; Review and propose Site Safety key performance indicators; Coordinate site safety regular reporting process and management review regularly to comply with INPEX Indonesia guidelines and HSS international standards, Indonesian laws and regulations. 

QUALIFICATIONS

• Bachelor degree in Science, Engineering, or studies related to Oil and Gas Industry.

• A minimum of 10 years’ experiences in Oil and Gas Company/ Industry.

14. Professional Social Performance

JOB ROLES

• Review and analyze the requirement of international best practices in social and environment and/or non-technical aspects including developing social impact assessment and implementation plan; Develop and recommend alignment of social program and initiatives in in compliance with IFC Performance Standard requirements.

• Review, identify and summarize local stakeholder issues and concern; Conduct social and political risk analysis and link risks to the project’s risk register, and incorporate relevant findings and feedback into project design and engineering; Analyze and evaluate local stakeholder’s response and feedback to INPEX Indonesia projects and operation; Integrate feedback from public and government stakeholder engagement (including community consultation) and social baseline into project decisions, e.g. selection and development of preferred alternative to achieve stakeholder alignment, stakeholder engagement and ensure social and community acceptance of the Company presence and project in the working area.

• Develop Social Performance/Community Affairs needs of the project – especially working in direct coordination with Project team; Develop recommend and implement stakeholder engagement tactic to deliver social and community understanding and acceptance of the project and to support implementation of land and community affairs work.

• Develop, coordinate and monitor execution of project external stakeholder engagement and field-level community affairs work; Monitor the day-to-day work of the team on social issues, working in close coordination with Project team and other field-level staff from INPEX and construction contractor(s); Train project members to handle issues arising during construction and how to appropriately manage and document those issues and any feedback received.

• Lead required stakeholder consultation, including e.g., organizing and leading public consultation and leading delivery of other social and stakeholder engagement related components of permitting deliverables; Plan and implement project specific consultation with consideration of stakeholder timelines; Oversee the design and implementation of the Grievance Mechanism to manage stakeholder complaints associated with field activities of project and comply with Indonesian regulatory impact assessments.

• Build awareness of land and community stakeholder issues in project team and with contractors through execute and maintain Public and Government Stakeholder Engagement Plan; Develop and implement project level external stakeholder engagement database/management system; Develop, monitor and update exit strategy and stakeholder data management and tracking systems to ensure commitments made to Public and Government Stakeholders are captured in Engineering, Procurement and Construction (EPC) contract.

QUALIFICATIONS

• Bachelor degree in any discipline

15. Professional Stakeholder Analyst & Reporting

JOB ROLES

• Analyze INPEX Indonesia strategic plan; Monitor current performance and status of stakeholders’ database and information and its alignment to the Company strategic plan: Propose and develop stakeholder database improvement plan and program in order to ensure provided C&R stakeholders database align to Company need.

• Identify, define and propose stakeholders mapping and criteria, level of impact to Company activities, specific characteristics, and other related information based on various sources; conduct stakeholders grouping according to the criteria and stakeholders database updating; review and analyze stakeholders’ historical data and expectation of future characteristics as additional information; in order to ensure stakeholders data updated and reliable as an internal information sources of strategic plan.  

 

• Develop and propose format and system of stakeholders’ database, monitor and review current required stakeholders’ information and related systems submitted by individual departments; develop and propose socialization programs in accessing stakeholders’ information in database; in order to ensure stakeholders database management and socialization programs are in line with Company quality standards and departments need.

• Identify, define and prepare report based on stakeholders criteria, requirement, specific report, and mandatory by regulation; Review report stakeholders grouping according to the criteria and stakeholders database updating; Monitor and review the completeness of the report documents; Maintain report database in order to ensure that reports required by stakeholders are in accordance with the requirements and applicable regulations. 

QUALIFICATIONS

• Bachelor degree in any discipline

• 5 - 10 years of experiences with at least 3 years in Oil & Gas or Mining industry

16. Senior Professional Permitting & Formalities

JOB ROLES

• Review and monitor required regulatory compliance/permits from Government of Indonesia as well as local Government of Indonesia, SKK Migas and  its Representative for projects and operations activities; provide recommendations in interpreting local Government rules and regulations; to ensure projects and operations activities are compliant with  the prevailing rules and regulations.

• Maintain communication with local government and other specific institutions at central level related to formalities issues required for project activities; in order to ensure local government support to solve formalities issues, and permits submission within the timeframe, company policy, rules and regulations.

• Provide recommendations and advance expertise in developing the socialization aspects of INPEX projects and/or other business operations to local governments – when required before project and/or business operation execution.

• Provide recommendations and advance expertise in handling and dealing with all non-technical issues of existing project which are related to local governments and other stakeholders – to provide solutions to the raised non-technical issues.

• Develop and maintain positive relations with central and local governments’ key personnel – to enable effective warning system in supporting the management to take prompt and effective decisions and actions. 

QUALIFICATIONS

• Bachelor degree in any disciplines

• A minimum of 10 years’ experiences with 8 years in Oil & Gas or Mining industry

17. Senior Professional Project Contract

JOB ROLES

• Provide recommendations, advice and expertise to Project Teams in developing contracting strategies and procurement plans and overall support to Users with regard to their obligations and responsibilities in association with tendering processes and contract management (e., technical evaluation criteria, scope of work, compensation, etc.).

• In coordination with projects team and in  support of the SCM team, support the development of tender and contract documents by considering and reducing all potential inherent risks.  Participate in or lead the negotiation of terms and conditions in the tender process, develop recommendations, and secure win-win solutions on emerging issues which protect Company interests.

• Provide professional support to Supply Chain Management during the tender process implementation for major contracts (project and other contracts), and in order to obtain all SKK MIGAS approvals (where required).

• Provide support recommendations, advice and expertise in support of contract changes and amendment. Ensure contract change and amendment are fully evaluated and reasonable that protects Company interests.

• Provide advice in interpreting contract management system including standards and procedure to project teams and other department to ensure compliance with the contract management system.  Recommend improvements to the contract management system. 

QUALIFICATIONS

• Bachelor degree in any discipline preferably in technical or business discipline.

• A minimum of 10 years with at least 5 years in contract function within Oil and Gas industry.

18. Professional Operation Contract & Procurement

JOB ROLES

• Develop, and propose annual procurement plan for Jakarta Office general services and submit the APP to INPEX Management. Coordinate in updating detailed APP as a basis of procurement execution. Monitor the identification of change plan and control the impact on procurement plan and execution.

• Monitor, and review goods and services purchase requisition (PR) from user department related to Jakarta Office general services, information of materials stock status, information of services specifications, and time frame estimation of goods and services procurement process; to ensure availability of goods and services bidding schedule and target.

• Lead the negotiation for price reduction, delivery improvement and communicate with user and bidders to have the right specified materials; to obtain reasonable price, good quality, and delivery time on procured goods and services.

• Monitor preparing bid recommendation for quotation/bid committee approval, review Letter of Award (LOA), Purchase Order (PO), and alliance contract; in coordination with SCM System Support, propose suppliers’/contractors’ performances; in order to ensure proper and timely approval for the quotation and LOA, PO and alliance contract are issued in timely, and the availability of suppliers’/contractors’ performances assessment recommendation.

• Monitor, and expedite purchase order (PO) realization, review vendor request if any for revised specification and delivery time and coordinate the request with user department and Internal Committee to ensure availability of PO change noticed along with its justification.

• Monitor administration fulfillment of contract implementation for Jakarta Office general services needs to ensure contracts are covered by valid Performance Bonds and valid Insurances.

• Coordinate with related Department (HSSE and BCP Department ?) in completing certification for bidders which provide medium and high risk materials and services in Jakarta Office general services; to ensure bidders with high risks services/job are certified according to Company policy and procedures. 

QUALIFICATIONS

• Bachelor degree in any discipline

• A minimum of 5 years with at least 3 years in the Oil and Gas industry

• Certification:

o PTK  007 from SKK MIGAS

o Certified Professional in Supply Management by Institute for Supply Management, or

o Professional Supply Chain Management
