7 block tender winners pledge $155m exploration investment

The Ministry of Energy and Mineral Resources announced on Thursday seven winners of the oil and gas block tenders held from October last year through October this year

The seven companies and consortiums won the Phase II 2012 Regular Tender held from Oct. 19, 2012 through Feb.19, 2013 and the Phase I 2013 Direct Offer Tender held from Sept.16, 2013 through Oct. 31, 2013, the ministry said in a statement.

In the Phase II 2012 Regular Tender, the government offered seven working areas. Only four working areas, namely Bengara II, NE Sepanjang, Seringapatam I and Seringapatam II attracted bidders, the three other working areas namely West Asri, Masalima and Wanapiri failed to attract bidders.

A total of 19 bid documents were bought by companies interested in the four working areas. In the final evaluation, the government named only two tender winners, namely PT Tansri Madjid Energi (Bengara II block) and PT Equator Energy (Seringapatam II block)

Meanwhile, in the Phase I 2013 Direct Offer Tender, a total of 16 working areas were offered. A total of 22 documents were bought for six working areas, namely Palmerah Baru, Sakti, Anugerah, North East Madura VI, East Bontang and Merauke. The ten others, namely North Madura II, North Adang, South Sulawesi I, South Silawesi II, South East Sulawesi I, South East Sulawesi II, West Abadi, Yamdena, South Aru and Bird?s Head, attracted no bidders.

The winners of the Phase I 2013 Direct Offer Tender are the consortium of Bukit Energy Palmerah Baru Pte. Ltd, New Zealand Oil And Gas Ltd, PT. SNP Indonesia (Palmerah Baru block), the consortium of Krisenergy B.V and PT Golden Heaven Jaya (Sakti block), Golden Code Commercial Ltd (North East Madura VI block), Husky Energy International Corporation (Anugerah block) and PT Innovare Gas (East Bontang block)

One bidder, PT Enegy Partners Merauke which bid for Merauke block was not evaluated because ?there is a statement from PT Bank Mandiri (Persero) Tbk regarding Statement Letter Review,? the ministry said without elaborating.

The tender winners are committed to invest a total of $154.78 million for exploration activities, including 2D seismic survey on 4,050 km, 3D seismic survey on 1,365 square kilometers and the drilling of nine wells. Besides, they will spend $5.83 million for G&G studies and pay the government $9 million in signature bonus.
