All gas pipelines become ?open access? starting November

Downstream regulator BPH Migas said starting November this year, an ?open access? policy will be applied to all natural gas pipelines across the country, meaning any gas pipeline owner should allow any party to use their pipelines.
?Based on the existing regulation, the open access policy takes effect on Nov. 1, 2013. All parties must prepare themselves for this,? Umi Asngadah, Natural Gas Director at BPH Migas, told Petromindo.com on Tuesday.
She said BPH Migas will be consistent in implementing the open access policy and has set tariffs for all gas transmission pipelines across the country.
The government has change the status of all downstream dedicated pipelines into open access pipelines, particularly distribution pipelines with certain pressure rate, for instance the pressure rate of above eight bars.
Gas pipelines in Indonesia are controlled by state owned gas distributor PT Perusahaan Gas Negara (PGN) and PT Pertagas, a subsidiary of state owned PT Pertamina.
Pertagas?s President Director Hendra Jaya said Pertamina fully supports the open access policy, while calling for an equal treatment to all pipeline business players in the implementation of the policy.
?As such, all business players, both transporters and distributors of gas through pipelines should comply with the regulation that has been issued by the government/regulator,? Hendra said.
