ASEAN energy partners launch tender for subsea power cable framework

The Southeast Asia Energy Transition Partnership has launched a request for proposals (RFP) to develop a framework for submarine power cables aimed at supporting cross-border electricity integration in Southeast Asia.
The study will contribute to the development of the ASEAN Power Grid, a long-term plan to connect power systems across ASEAN member states.
The selected consultant will be tasked with preparing a submarine power cable development framework, including technical and governance aspects, as well as a playbook for interconnection projects and a technical report focused on Malaysia.
The initiative is part of the ASEAN Power Grid Advancement Program and is co-funded under the EU-ASEAN Sustainable Connectivity Package (SCOPE) Energy.

It is being jointly implemented by the ASEAN Centre for Energy, the Southeast Asia Energy Transition Partnership, the CASE for Southeast Asia programme and United Nations ESCAP.
The RFP process includes a pre-bid meeting scheduled for April 2, with proposals due by April 17, 2026.
Submarine power cables are expected to play a key role in enabling cross-border electricity trade and integrating renewable energy resources across Southeast Asia, particularly as countries seek to enhance grid reliability and support energy transition efforts.
