Badak NGL: Pre-qualification for purchasing high pressure steam from a coal fired steam plant

1. PT Badak Natural Gas Liquefaction called ?PTB? hereby invites for Pre-Qualification for the design, engineering, procurement, construction, commissioning and operation of a Coal Fired Steam Plant to supply high pressure steam to the PT Badak Natural Gas Liquefaction Plant on a purchasing agreement term. This scheme is called

The coal fired steam plant should include:

? The coal purchasing from East-Kalimantan coal mines preferably. Long term coal supply will have to be secured.
? The purchasing of any material that might be required to control the emissions within the approved environmental standard.
? The coal transportation
? The coal unloading and storage facilities
? The transportation facilities from the coal storage area to the coal-fired boilers area.
? The disposal of the ashes outside the Bontang - PTB Plant area.
? The generation of all the utilities (electrical, water, air instrument, plant air, etc.) that might be required to operate the coal fired steam plant. PTB will not supply utilities to the coal fired steam plant. Only condensate from the purchased high pressure steam will be returned to the coal fired steam plant.
? In order to maintain the high reliability of the PTB LNG Plant to fulfill the LNG contracts commitments, the coal-fired boilers will have to be built in accordance with the ASME Code and be ?U-stamped?. The specifications to be utilized for the design, procurement and construction of the coal fired steam plant will be the PTB standard and specifications.
? To minimize the impact on the environment, the emissions from the coal fired steam plant will have to meet the Indonesian Standards, World Bank Standards, European Standards or American Standards which ever is the more stringent.
? Gas Re-Compression Station (approx. 30MW) and associated pipeline to send the excess fuel gas to a point located about 5 Km from the plant.

The Coal Fired Steam Plant will be located in an area close to the PTB Natural Gas Liquefaction Plant, area for which site investigation and site development will be necessary.

2. PTB intends to Pre-Qualify Applicants as Independent Steam Provider (ISP) from which PTB will buy the aforesaid high pressure steam quantity over a period of ten (10) years minimum. The Pro-Qualified Applicants will have to propose their own financing.

3. Pre-Qualification criteria will be based on the Applicant?s satisfactory demonstration of:
a) Successful experience for engineering, procurement, construction, commissioning and commercial operation of similar project
b) Financial capability. The Applicant?s financial capability should be sound and satisfactory.

4. The Bid Document will be issued only to the qualified Applicants
