Bali’s longest toll road project to be re-tendered after previous deal collapses

Indonesian Ministry of Public Works has confirmed plans to re-tender the construction package for the Gilimanuk–Mengwi Toll Road after the previous process failed to secure investors.
Wilan Oktavian, Head of the Toll Road Authority (BPJT), said the re-tendering process has entered the stage of revising the project’s readiness criteria documents.
“In line with this, we are revising the readiness criteria documents as part of the preparation for the toll road concession tender,” Wilan said via BPJT’s official Instagram account on Thursday (February 19, 2026).
The renewed preparation aims to enhance the project’s financial viability and attract stronger investor interest.
“Reorganizing the project scope and construction phases of the Gilimanuk–Mengwi Toll Road is a strategic step to improve financial feasibility and investment attractiveness, while ensuring development is carried out in a measured, phased manner based on actual traffic demand,” he added.
The project previously passed the initiative approval stage and reached the signing of the Toll Road Concession Agreement (PPJT). However, the agreement was terminated on August 3, 2023, after the concessionaire failed to meet obligations related to land acquisition and financial close.

The Gilimanuk–Mengwi Toll Road is listed as a National Strategic Project (PSN) under President Prabowo Subianto, as stipulated in Coordinating Minister for Economic Affairs Regulation No. 16 of 2025.
Planned as Bali’s longest toll road, the project will span three regencies, 13 districts and 58 villages, connecting the island’s western gateway at Gilimanuk to Mengwi.
The toll road will be divided into three sections:
• Section 1: Gilimanuk–Pekutatan (53.6 kilometers)
• Section 2: Pekutatan–Soka (24.3 kilometers)
• Section 3: Soka–Mengwi (18.9 kilometers).
