Berkat Cawan’s hydropower projects in West Java get regulatory green light

Renewable energy company PT Berkat Cawan Energi (BCE) has officially obtained the Spatial Utilization Activity Compliance Approval (PKKPR) for two new hydropower plant (PLTA) projects in West Java: PLTA Cibuni 3 and PLTA Cimandiri 3.

According to BCE owner Albert Junior, the company remains committed to developing green energy based on local potential. The Cibuni 3 project will utilize the Cibuni River, which flows through Cidadap District (Sukabumi Regency), and Agrabinta and Cijati Districts (Cianjur Regency). Meanwhile, the Cimandiri 3 project is set to be built in Warungkiara and Jampangtengah (Sukabumi Regency).

 “All project locations have been selected based on technical feasibility studies and comprehensive environmental impact assessments,” Albert stated in an official release on Sunday (May 11, 2025).

BCE has coordinated with local governments in Sukabumi and Cianjur, as well as various technical agencies. The company is also collaborating with state-owned electricity firm PT PLN to ensure the technical integration of the power plants into the national distribution grid. At the early stage, BCE engaged local communities through outreach programs at the village and district levels.

Village heads and district officials have expressed formal support through official letters, which have been included as part of the permitting process. In terms of spatial legality, BCE has received a Technical Land Consideration Letter from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) of West Java Province. This document served as the basis for securing the PKKPR.

Following the issuance of the PKKPR, BCE is now preparing the Environmental Impact Assessment (AMDAL) documents and plans to apply for water use permits (SIPA). The company has emphasized its commitment to good governance and regulatory compliance throughout the project development process.

BCE aims for the Cibuni 3 and Cimandiri 3 hydropower plants not only to strengthen national energy security but also to deliver tangible benefits to nearby communities.

 “Securing the PKKPR for these two strategic hydropower projects is a clear testament to our commitment to supporting the national clean energy transition. We believe in maximizing local potential to create sustainable green energy while delivering direct benefits to communities around the project sites,” Albert added.

BCE previously announced in December that the Cibuni 3 hydropower plant will have a planned capacity of 90 megawatts (MW), while Cimandiri 3 will have a capacity of 140 MW.
