The agency?s chairman Tubagus Haryono said in Jakarta on Sunday that only a small number of fuel retailers had met the qualification to distribute subsidized fuel.
?They include Pertamina, Shell, Petronas and AKR,? he said. But, BPH Migas would invite all companies which have already obtained licenses in oil distribution to join the tender to ensure a fair treatment, Tubagus said.
At least 27 companies have so far obtained government licenses to distribute fuel in the country. They include PT Pertamina, Shell, PT Elnusa Petrofin, PT AKR Corporindo, Petronas, PT Sigma Rancang Perdana, PT Tiara Energy, PT NDO Fuel, Concord fuel, PT Solar Premium Central, PT Bumi Asri Prima, PT Unitrada Komutama, PT Petro Andalan Nusantara, PT Hutan Nilam Persada, PT Cosmic Indonesia, PT Patra Niaga, PT Premindo Mitra Kencana, PY Mulya Adhi Paramita, PT Dwikarya Niaga Agung, PT Jagad Energy, PT Mahaputra Adi Nusa, PT Medco Sarana Kalibaru, PT Barito Energy, PT Ranji Karya Sakti, PT Humpuss Trading, PT Global Artha Borneo and PT Surya Makmur Agung Lestari.
For the time being, BPH Migas has divided the domestic fuel market into four main distribution areas; Java-Bali, Sumatra, Kalimantan, and Sulawesi-Maluku-Papua.
Companies should have already operated in at least two distribution areas and owned reliable distribution facilities to be able to take part in the tender, Tubagus said.
"They don't have to have storage capacity of above 20 days like Pertamina. Maybe, storage capacity of 7-15 days is enough depending on the location," he said, adding that the companies must have financial capability and supply guarantee throughout the distribution period.
The volume of subsidized fuel is expected to reach 35 million kiloliters next year.
"The Ministry of Finance and the Ministry of Energy and Mineral Resources have yet discuss about the profit margin or alpha," he said.(godang)
