BPHMigas reprimands Surya Parna over fuel distribution

Downstream regulator BPHMigas has reprimanded PT Surya Parna Niaga for failing to fulfill its 2012 contractual commitment to distribute subsidized fuel products.
BPHMigas said that as of the first semester of this year, the company has yet to distribute its 2012 quota of 34,128 kilo liters of fuel products.
?We have reprimanded Surya Parna Niaga for failing to fulfill its commitment to distribute the PSO (public service obligation) fuel products quota under its responsibility,? Director of Fuel Products at BPHMigas, Djoko Siswanto told Petromindo.com Tuesday.
Djoko said that his office obtained information that Surya Parna has failed to purchase fuel products from PT Patra Niaga, a subsidiary of state-owned oil and gas firm PT Pertamina.
?We heard that Surya Parna has failed to purchase fuel from Patra Niaga although the company has deposited upfront payment of Rp 8 billion. But the company has not yet signed the fuel purchase price with Patra Niaga,? Djoko explained.
BPHMigas urged Surya Parna to quickly resolve the issue with Patra Niaga so that its obligation to distribute its quota of subsidized fuel can be implemented during the remaining part of this year.
Surya Parna Niaga obtained the quota to distribute PSO fuel at the end of 2011 along with other companies including PT Pertamina, PT Aneka Kimia Raya (AKR) Corporindo Tbk, and PT Petronas Niaga Indonesia.
Pertamina obtained a quota of 39.85 million kiloliters, AKR 103,264 kl, Petronas 20,440 kl, and Surya Parna 34,128 kl. The total volume of PSO fuel to be distributed this year is 40 million kl.
The government is currently in discussion with lawmakers to revise upward the 2012 quota to 43 million kl amid strong domestic consumption.
