CEL: Invitation for coal supply and/or transport to IPP in Sihanoukville

REQUEST FOR EXPRESSIONS OF INTEREST TO TENDER
Coal Supply and/or Transport to IPP in Sihanoukville, Cambodia

Cambodian Energy Limited (CEL), a company indirectly wholly owned by Leader Universal Holdings Berhad of Malaysia is inviting tenders for coal supply and/or transport to its 2 x 50 MW (net) coal-fired power plant project located near the port city of Sihanoukville in Cambodia. The construction of the power plant has commenced. The first unit is expected to be commissioned in the second quarter of 2013 with commercial operation of the facility expected in the third quarter of 2013. The project?s circu13ting fluidized bed boilers are designed to burn a wide range of coals. The expected consumption rate at baseload is 400,000 tonnes per year, assuming a calorific value of 5,900 kcal/kg higher heating value (air dried). CEL desires to engage a coal supplier and, if transport is not provided by the supplier, transportation, for a period of three (3) years from commencement of commercial operation of the facility or such longer time as may be offered by a tenderer and accepted by CEL, and for deliveries of testing and commissioning and stockpile coal. Due to the depth of water at the plant jetty, CEL needs direct barging for transport.

Persons interested in participating in the solicitation are requested to please indicate their interest by request for solicitation documents and to indicate the scope of their interest as: coal supply and transport; coal supply only; coal barging only, or any two of the foregoing. We request expressions of interest via email to salehahamsan@leadercambodia.com.kh by attachment of a signed letter of the entity expressing interest with a short qualification statement.

The closing time and date of the solicitation is 3:00 pm (Kuala Lumpur time) on 31 October 2011, unless the solicitation period is extended. (*)
