Central Java coal-fired IPP project: Request for expression of interest

PT PLN (Persero) a corporation owned by the state of the Republic of Indonesia intends to implement a coal-fired independent Power Producer (IPP) project in Central Java; and has appointed the International Finance Corporation (IFC), a member of the World Bank Group, as its lead transaction advisor for the competitive tendering of the Central Java IPP project (?the Project?). The Project will utilize supercritical boiler technology and have an installed capacity of up to 2,000 MW. Based on environmental considerations and the type of local coal available in Indonesia, PLN expects the power plant to also be equipped with flue gas desulphurization (FGD) units.

PLN is looking for experienced private sector developers to finance, construct and operate the Project. In order to initially identify interested developers, expressions of interest are sought from companies with experience in developing large scale thermal IPP projects. A prequalification of project developers is planned in early 2009 as part of the bidding process.

Expressions of Interest must be submitted in English, and should Include:

1. A description of the company?s activities (max. 10 pages), including Information on :
? Participation in IPP projects involving a Build-Own-Operate or similar private sector participation structure,
? Details of thermal power plants currently in construction and operations,
? Experience in power plant design and construction
? Experience in developing and financing large IPP projects, and
? Experience in buying coal as primary energy for the owned plant.

2. Copies of the two most recent audited financial statements (2006 and 2007).

3. Annual report and other relevant literature.
