1. Bid Notice No. EWP- COAL -2017-DSP05
2. Introduction
Korea East-West Power Co., Ltd. (EWP), duly organized by virtue of the law of the Republic of Korea and having its head office in Ulsan, Korea, issues this Invitation To Bid (ITB), to provide Bidders with information in detail on the procedures of, and requirements for Bidding and Contractual terms and conditions.
3. Quantity, Price and Delivery Schedule
Quantity and Price
The quantity of coal to be purchased is 40,000MT of Steaming Coal except Chinese and North Korean Coal. Bidders for Steaming Coal can choose the quantity Min 10,000MT to Max 40,000MT on DDP (Delivered Duty Paid) basis including discharge cost, storage cost, dispatch cost, trucking or rail transport cost to the Donghae Thermal Power Plant, cleaning cost of the coal truck?s commute roads and extra costs(import duties, port dues, individual consumption tax if necessary, etc). However, In case of new bidders who have not had performance records of coal supply contract with five power generation companies (EWP, KOMIPO, KOSPO, KOWEPO and KOSEP) is limited to offer Max 20,000MT or In case of the origin of coal is non-Australia, non-Vietnam, non-South Africa or non-Russia, Bidding Quantity is limited to offer Max 20,000MT.
Delivery schedule
Bidders shall deliver the coal to the Donghae Thermal Power Plant from August 1st 2017 to August 20th 2017 by means of truck transportation or rail transportation in accordance with the following schedule on a daily supply basis and the coal supply request per week basis in delivery quantity issued by the Buyer
○ Delivery schedule can be revised on Buyer?s request in one week advance to the weekly delivery starts.
- Delivery quantity is scheduled as follows (provisional);
○ Total Quantity 40,000MT

4. Qualifications of the Bidder
Coal producers, marketing companies or traders those shall meet the whole requirement of ITB including but not limited to, coal quality specification, delivery schedule, quality, etc are qualified to participate in the ITB.
But bidders who have been disciplined by 5 Korean Gencos or other Company owned by Korean Government or Korean Government itself have not elapsed its suspension period due to the failure in performing their obligation caused by reasons other than force majeure event cannot participate in the Bid.
Also bidders that fails to signs or perform a contract without justifiable grounds, or bidders that breaches major conditions of this ITB and Contract shall be restricted of participate in Tendering by The Act on Contracts to which the state is a party of Republic of Korea.
5. Bid Closing Date
The Bid documents shall be submitted not later than 11:00 A.M. 13th July, 2017. (Korean Standard Time).
6. Submittal of Bid Documents
The Bid documents shall be submitted in person, by mail or courier or by e-mail to the address below not later than the deadline.

To ensure that Bid Documents completely secured when Bidders submits it by e-mail, Bidders should set a password at Bid Documents.
If Bidders submit Bid Documents by e-mail, it will be opened as following procedure.
1) Bid Documents submitted not later than Bid Close date and time (Korean Standard Time) which is locked by bidder.
2) To open that bid documents, Bidders submits bid documents? password another e-mail to coalbidding@ewp.co.kr again within 30 minutes after bid close date and time (Korean standard time).
The Bid documents which are not completely sealed or submitted by a method other than those noted above shall not be accepted.
