Sealed Bids in two parts are invited for supply of Coal of Indonesian origin from indigenous sources:

Terms and Conditions

Sealed bids in Two Part are invited for supply of imported coal conforming to Hindustan Newsprint Limited (HNL) specifications as per details given below:

1. Specification of Imported Coal

Note: The fines content of minus 3mm should be limited to 16% maximum and the coal should be free from contamination. In case GCV, Moisture, Fuel Ratio and Fines content of (-) 3mm size vary beyond the rejection levels, HNL reserves its right to reject the consignment or accept the same imposing suitable penalty.

The evaluation of rates of coal offered by the supplier for arriving at the L1 offer will based on the calculation in Annexure-IV.

2. Quantity: Rs 50,000 MT (+/- 10%) Oil staggered basis.

3. EMD: Rs 15,00,000/- in the form of DD. PSUs/Co-op. Socities participating to the tender are exempted from submission of EMD as per guidelines in this regard.
EMD of the successful bidder/bidders shall be converted as Security Deposit, which shall be returned after successful completion of supplies. EMD/5ecurity Deposit, bears no interest.
EMD of unsuccessful bidders shall be returned on finalisation of the tender.
In case of bidden bidders who withdraw their offer within the validity period of the offer, EMD submitted shall to be liable to be forfeited.

4. Price: To be quoted on FOR Newsprint Nagar by Rail (in Indian Rupees). However, price break-up such as taxes, duties, railway freight etc. shall be indicated separately. In case coal is brought from outside Kerala, CST against C-Form to be charged.

5. Validity

The offer shall be valid for a period of 45 days from the opening date of the Part I bid.

6. Bids should be submitted in two parts as below:
a) Part-I Bid (Technical-cum-commercial Bid) containing technical specifications of material offered, delivery schedule, relevant documents and EMD and cost of Tender Document by DD. from a Scheduled Commercial Bank drawn In favour of Hindustan Newsprint Ltd., payable at Ernakulam, in a sealed cover.

b) Part-II Bid (Priced Bid) to be submitted as per format, in a separate sealed cover.

Part-I and Part-II bids shall be enclosed in a separate covers, sealed and super scribed with Tender No. & due date. Both covers shall be put in another sealed cover superscribed with Tender No. and due date and to be submitted to the by. General Manager (Coml), Hindustan Newsprint Ltd., Newsprint Nogar P.O., Kattayam, Kerala-686616 on the due date and time specified above.

The technical-cum-commercial bid will be opened on the date and time mentioned in the presence of the participating bidders. Price bids of the pre-Qualified bidders will be opened on a later date under intimation to them.

7. Pre-qualification Requirement: Bidders shall be a supplier of Imported Coal and should have supplied minimum 20,000 MT of coal to bonafide users during the last 5 years. Documentary proof to this effect to be submitted along with the techno commercial bid. Bidders holding stock of imported coal or in a position to offer from the coal in transit to meet the delivery schedule indicated only need participate in the tender. Bids submitted will not be considered for pre-qualification in case of non-acceptance of specifications/rejection levels shown

8. Delivery HNL on Staggered basis to commence within 15 days of confirmation of order.

9. Payment: 100% payment of coal value shall be made against LC (on rake wise), for payment within 180 days of receipt and acceptance of the material at HNL site. Usance period interest for 30 days shall be borne by the seller and 150 days shall be borne by the buyer (HNL). LC shall be opened initially for 10000 MT and thereafter based on progress of dispatch against each LC, next LC shall be drawn.

Railway freight (up to HNL yard) payment shall be considered as advance against submission of Bank Guarantee for the advance released for each rake. (In case of Order placed on PSUs against this tender, the condition regarding submission of Bank Guarantee shall not be applicable.

Or

Railway freight shall be paid based on submission of copy of Railway Receipt (RR).

10. Quality d Quantity The supplier shall ensure the quality and quantity of the material as per terms of the P.O.

11. Bids as required in the tender documents, shall be submitted to the Dy. General Manager (Commercial) before 15.00 Hrs (IST) on 14-08-2013 Part - I bid shall be opened at 15.30 Hrs (IST) on the same day in the presence of attending bidders.
