INVITATION TO BID
for Steaming Coal for Korean Genco?s Power Plants

1. Bid No. : K.GENCO-COAL-2014-JT05

2. Introduction
As a representative of five(5) Korean Gencos (hereinafter referred to as the "Gencos"), Korea Western Power Co. Ltd (KOWEPO) duly organized by virtue of the law of the Republic of Korea and having its head office in Seoul, Korea, issues this Invitation To Bid (ITB) to provide Bidders with information in detail on the procedures of and requirements for Bidding and Contractual terms and conditions.

3. Quantity and Shipping Schedule
The total quantity of coal to be purchased is 490,000 Metric Tons (?Target Quantity?) on a fixed price basis which is to be delivered during the period from October to December 2014. If the bid price turns out to be competitive, five Gencos may consider buying additional tonnages. The coal shall be delivered to the one of safe Korean power plant ports listed as follows. The discharging ports list includes Yeonghung, Samcheonpo, Boryeong, Taean, Hadong and Dangjin.

The total target quantity of coal to be purchased shall be delivered at each (un-)loading port with the following shipment schedule. ;

- The difference between the guaranteed NCV and the limit of range for NCV shall be less than 100kcal/kg(within 100kcal/kg)
- The buyer shall be entitled to deduct US$2 of penalty per each ton if the certified NCV exceeds 5,000kcal/kg for NCV.

(1) Shipment Size & Delivery Term
Bidders are requested to offer in lots of 70,000MT for the spec. mentioned in clause 1.2 on FOBT basis only. Regardless of above unit quantity for each Genco, The final unit quantity can be changed as per buyer's request(from 70,000MT to 80,000MT) with ten (10) percent of shipping tolerance being given.
※ No Russian Coal is allowed to participate in this tender.

(2) Shipping schedule
Bidders shall indicate the preferred delivery month within and in accordance with the shipment schedule requested above. Gencos may refer to the bidder`s preferred laycan, however, Gencos will not be obliged to take the Bidder`s preferred lay-can into consideration when deciding the final laycan, and will be free to designate the laycan in light of Genco`s own needs.

(3) Coal Mine
Each shipment of coal to be purchased by Gencos and delivered by the Bidder shall be entirely supplied from a single mine. Supply of coal for any shipment from more than one mine may not be allowed. Upon request by Gencos, a Bidder shall provide to Gencos's satisfaction relevant supporting documents including certificates issued by the relevant authorities of the exporting country to demonstrate the legal status and current situation of the coal mine from which the coal would be supplied.

4. Bid Closing Date
The Bid documents shall be submitted no later than 11:00 AM, 9rh July, 2014. (Korea Standard Time)

5. The Bid documents shall be submitted in person, by mail or courier to the address below not later than the deadline.

The Bid documents which are not completely sealed or submitted by a method other than those noted above shall not be accepted.
