Korea South East Power Co. Ltd.(KOEN) is inviting bids for the supply of coal from qualified suppliers on ITBs for KOEN Power Plants as follows,
1. Bid Notice no.(ITB no.) : KOEN-Coal-2017-SP01,SP02, SP03
2. Materials, Quantity to be Procured and Shipping Schedule
- Quantity to be procured : 760,000MT
? SP01 : 300,000MT(260,000MT for shipment from Newcastle)
? SP02 : 160,000MT(150,000MT for shipment from Australia, Canada, S.Africa, USA)
? SP03 : 300,000MT(240,000MT for shipment from Western Russia)
- Shipping Schedule(Loading Basis)
? SP01 : Nov, 2017 ~ Mar, 2018
? SP02 : Nov, 2017 ~ Mar, 2018
? SP03 : Nov, 2017 ~ Mar, 2018
- Qualified Bidders : Refer to ITB
- Contract Price : FOBT Only
- Calorific Value
? SP01 : Min. 5,700kcal/kg NAR
? SP02 : Min. 4,600kcal/kg NAR
? SP03 : Min. 5,700kcal/kg NAR
- Bidders are requested to offer quantity as follows;
? SP01 : Bidders are requested to offer at minimum 300,000MT(at least 150,000MT
for November to December, 2017) in lots of 80,000MT(for shipment from China, Indonesia) or 150,000MT(for shipment from Australia, Russia, Canada, South Africa, USA etc.) on FOBT price basis only.
* In the case of shipments from Newcastle, bidders are requested at minimum 260,000MT(at least 130,000MT for November to December, 2017) in lots of 130,000MT on FOBT price basis only
? SP02 : Bidders are requested to offer at minimum 160,000MT(at least 80,000MT for November to December, 2017) in lots of 80,000MT (for shipment from China, Indonesia)
* In the case of shipment from Australia, Russia, Canada, South Africa, USA, bidders are requested at minimum 150,000MT for November to December, 2017 in lots of 150,000MT on FOBT price basis only.
? SP03 : Bidders are requested to offer at minimum 300,000MT(at least 150,000MT for November to December, 2017) in lots of 150,000MT for shipment from Colombia on FOBT price basis only.
* In the case of shipments from Western port, bidders are requested at minimum 240,000MT(at least 120,000MT for November to December, 2017) in lots of 120,000MT on FOBT price basis only.
3. Procurement Method: International Open Bidding as per ITB
4. Bid closing date: 11:00 A.M. 28th September, 2017. (Korean Standard Time)
5. Qualification of Bidder : As per Clause 2.1, Chapter I in ITB.
6. Compliance with Invitation to Bid
Bidders shall prepare and submit the Bid in compliance with the procedures and requirements as provided in this ITB. Any failure to do so may give KOEN a reason to reject or to unfavorably evaluate the Bid. Bidders shall be regarded as having been thoroughly acquainted with and having accepted all the contents of the ITB. Upon submission of Bid documents, Bidders are thereafter regarded as having agreed to fully comply with the terms and conditions of the contract as attached in the Invitation to Bid. Bidders shall submit the Bids separately as they want to participate in more than one tender.
7. Validity Period of the Bid
The Bid including the price shall be bound as a firm offer and valid for a period of at least fifteen (15) calendar days after the bidding closing date. KOEN may request the Bidder to extend the validity period of the Bid, if necessary.
