COAL TENDER: KOSEP-Coal-2011-SP01-2

For (Sub) Bituminous Coal
Korea South East Power Co. Ltd.(KOSEP) is inviting a bid for the supply of coal from qualified suppliers on ITB (Ref. Attached) for KOSEP Power Plants as follows,
1.Bid Notice no. (ITB no.) : KOSEP-Coal-2011-SP01-2
2. Materials, Quantity to be Procured and Shipping Schedule;

- Bidders for 2011-SP01-2 are requested to offer 60,000 MT plus and minus ten(10) percent at shipping tolerance, by a single shipment quantity (Panamax size) only on a CFR basis.
3. Procurement Method: International Open Bidding as per ITB (Ref. the attached ITB)
4. Bid closing date: 2:00 P.M. on March 3, 2011. (Korean Standard Time)
5. Qualification of Bidder :
New bidders who shall meet the whole requirements of ITB including but not limited to, coal quality specification, shipping schedule, etc. are qualified to participate in this bid. However, below bidders or suppliers shall not be permitted to participate in this bid.
- Suppliers(coal producers, marketing companies, or traders) who have the record of coal quality problem regarding the contract with KOSEP in recent three years; i.e.,
- Bidders who have not passed the hurdle of the field investigation in recent three years. Nonetheless the above qualifications, KOSEP may employ its own, but not declared, qualifications.
6. Compliance with Invitation to Bid
Bidders shall indicate the preferred Laycan* of ten (10) consecutive days within the above preferred shipping schedule. KOSEP may refer to the Bidder?s preferred laycan, however, KOSEP will not be obliged to take the Bidder?s preferred laycan into consideration when deciding the final laycan, and will be free to designate the laycan in light of KOSEP?s own needs. When notifying a successful Bidder, KOSEP shall inform the laycan of ten (10) consecutive days within the above shipping schedule. The successful Bidder shall arrange vessels to arrive at the loading port and commence a shipment within the notified laycan. When failing to do so, the Bidder is liable to pay liquidated damage as per relevant clause of the contract attached. (*laycan : laydays and cancelling date)
7. Validity Period of the Bid
The Bid including the price shall be bound as a firm offer and valid for a period of at least thirty (30) calendar days after the bidding closing date. KOSEP may request the Bidder to extend the validity period of the Bid, if necessary.
