Korea South East Power Co. Ltd.(KOSEP) is inviting bids for the supply of coal from qualified suppliers on ITBs for KOSEP Power Plants as follows,

2. Materials, Quantity to be Procured and Shipping Schedule
- Term of the Contract / Contract Period : 5 years
? LT08 : Dec, 2015 ~ June, 2020
? LT09 : Nov, 2015 ~ March, 2020
- Quantity to be procured per annum
? LT08 : 1,040,000MT
? LT09 : 800,000MT
- Minimum quantity to be offered by a bidder : 260,000MT(LT08), 240,000MT(LT09)
- Shipping Schedule(Loading Basis)
? LT08 : Dec, 2015 and Q1~Q2, 2016 (for the 1st Contract Year)
? LT09 : Nov~Dec, 2015 and Q1~Q2, 2016 (for the 1st Contract Year)
- Qualified Bidders : Refer to ITB
- Contract Price : FOBT Only
- Calorific Value (Calorific Value / Sulphur)
? LT08 : Min. 5,500kcal/kg NAR / Max 1.0%
? LT09 : Min. 4,600kcal/kg NAR / 0.7%~1.0%
- LT08 : Bidders are requested to offer minimum 260,000MT per year(at least 130,000MT(1cape) for Dec,2015~Q1,2016 and 130,000MT(1cape) for Q2,2016) in lots of 80,000MT (for shipment from China, Indonesia, Russia) or 130,000MT~150,000MT (for shipment from Australia, Canada, South Africa, USA, Russia, Colombia and etc.) on FOBT price basis only. Russian coal is not allowed.
- LT09 : Bidders are requested to offer minimum 240,000MT per year(at least 160,000MT(2Panamaxes) for Nov~Dec,2015 and 80,000MT(1Panamax) for Q1, 2016) in lots of 80,000MT (for shipment from China, Indonesia, Russia) or 130,000MT~150,000MT (for shipment from Australia, Canada, South Africa, USA, Russia, Colombia and etc.) on FOBT price basis only.
3. Procurement Method: International Open Bidding as per ITB.
4. Bid closing date: 11:00 A.M. on 23th September, 2015. (Korean Standard Time)
5. Qualification of Bidder : As per Clause 2.1, Chapter I in ITB. KOSEP-Coal-2015-LT08~LT09
6. Compliance with Invitation to Bid
Bidders shall prepare and submit the Bid in compliance with the procedures and requirements as provided in this ITB. Any failure to do so may give KOSEP a reason to reject or to unfavorably evaluate the Bid. Bidders shall be regarded as having been thoroughly acquainted with and having accepted all the contents of the ITB. Upon submission of Bid documents, Bidders are thereafter regarded as having agreed to fully comply with the terms and conditions of the contract as attached in the Invitation to Bid. Bidders shall submit the Bids separately as they want to participate in more than one tender.
7. Validity Period of the Bid
The Bid including the price shall be bound as a firm offer and valid for a period of at least fifteen (15) calendar days after the bidding closing date. KOSEP may request the Bidder to extend the validity period of the Bid, if necessary.
