for Steaming Coal Supply Contract(for TAEAN Power Plant)
1. Bid no. : KOWEPO-COAL-2016-LT-02
2. Material and quantity to be procured
a. Material : (Sub)Bituminous steam coal
b. Quantity and shipping schedule
Steam Coal Specification(Limit of Range) : NCV min.5,800 kcal/kg(Spec. A)
Quantity per annum : 330,000MT +/- 10% (110,000MT?3)
Price(For CY1) : One Single Fixed Price
Shipping Schedule At Loading Port during Contract Year 1 :
One(1) cargo each in 1st Half of November, December, 2016 and January~February, 2017.
- The difference between the guaranteed NCV and the limit of range for NCV shall be less than 100kcal/kg (within 100kcal/kg)
-Far East Russian and Chinese coals are not allowed to participate in this bidding.
-The seller shall submit at least two(2) cargoes. If not, it will be disqualified.
-The seller shall submit the offer with the same shipping schedule as a ITB. If not, it will be disqualified.
-When NCV is greater than 6,100 kcal/kg, calorific bonus shall be applied upto 6,100kcal/kg
-The Quality Specifications is based on Spec. A.
-Buyer should submit the full set of Ash Analysis.
(1) Shipment Size & Delivery Term :
- Spec A : Mini-Cape(110,000mt) on FOBT basis only
(2) Term of the Contract : 5 Years
- Starting from November 1, 2016 to February 28, 2021
▪ 1st CY : November 1, 2016 ~ February 28, 2017 / 2nd CY : March 1, 2016 ~ February 28, 2018
※ The prices for the remaining Contract Years (CY2 ~ CY5) shall be determined by mutual agreement of the both parties.
(3) Additional quantity supply
On the basis of mutual agreement, additional quantity can be sold and purchased and addendums for the additional tonnage shall be attached to the original contract.
(4) Coal Mine
Each shipment of coal to be purchased by KOWEPO and delivered by the Bidder shall be entirely supplied from a homogeneous coal. Supply of coal for any shipment from more than one mine may be allowed if it is a homogeneous coal.
3. Procurement Method: International Open Bidding
4. Deadline for Bidding: 11:00 AM, September 1, 2016 (Korea Standard Time)
5. Qualification of Bidder
Coal production company or Marketing Company or Trading Company only those who has performed or performing following contract during the recent three(3) years;
a) at least one (1) year coal supply term contract of no less than 60,000MT per annum to one of the five (5) power generation companies(KOWEPO, KOSEP, KOMIPO, KOSPO, and EWP) or major power generation companies(or electric power companies) in Taiwan, Japan or major steel mill companies in Taiwan, Japan and Korea, or
b) coal supply spot contract of minimum 60,000MT to KOWEPO. However, if Bidder has supplied 1 panamax(60,000MT to 75,000MT) to KOWEPO, the Bidder shall submit a letter of guarantee concerning the freight costs (including demurrage cost, dead freight, port charges etc.) in order to be awarded as a successful bidder on a FOBT basis.
