for Steaming Coal Supply Contract(for TAEAN Power Plant)

2. Material and quantity to be procured
a. Material : (Sub)Bituminous steam coal
b. Quantity and shipping schedule
- Steam Coal Specification (Limit of Range) : NCV min. 4,600 kcal/kg (LT-04)
- Quantity per annum : 450,000MT +/- 10% per annum(75,000MT?6)
- Price(For CY1) : FOBT Monthly ICI Index(4,600kcal/kg NAR) +/- US$0.0 per MT or CFR
- Shipping Schedule At Loading Port during CY 1 : 3 shipments for Q2(Apr. ~ Jun., 2017) shipment for Q3 (Jul. ~ Sep., 2017)
- The difference between the guaranteed NCV and the limit of range for NCV shall be less than 100kcal/kg (within 100kcal/kg).
- The ICI Index shall be ICI3 under the heading ?Monthly ICI averages? published at Argus/Coalindo Indonesian Coal Index Report, for the relevant month of the bill of lading.
- Each bidder shall submit at least 4 shipments (2 shipments each for Q2, Q3).
- The Quality Specifications are based on Spec. C.
- The buyer should require to submit the full set of Ash Analysis.
(1) Shipment Size & Delivery Term :
- Spec C : Panamax size(75,000MT) on FOBT only or both FOBT and CFR
- Minimum shipment size can be Supramax size(55,000mt ? 10%)
(2) Term of the Contract : 5 Years
- Starting from April 1, 2017 to March 31, 2022.
※ The prices for the remaining Contract Years (CY2 ~ CY5) shall be determined by mutual agreement of the both parties.
(3) Additional quantity supply
On the basis of mutual agreement, additional quantity can be sold and purchased and addendums for the additional tonnage shall be attached to the original contract.
(4) Coal Mine
The quality of coal to be delivered shall be homogeneous.
3. Procurement Method: International Open Bidding
4. Deadline for Bidding: 11:00 AM, December 01, 2016 (Korea Standard Time)
5. Qualification of Bidder
Coal production company or Marketing Company or Trading Company only those who has performed or performing following contract during the recent three(3) years;
a) at least one (1) year coal supply term contract of no less than 60,000MT per annum to one of the five (5) power generation companies(KOWEPO, KOSEP, KOMIPO, KOSPO, and EWP) or major power generation companies(or electric power companies) in Taiwan, Japan or major steel mill companies in Taiwan, Japan and Korea, or
b) coal supply spot contract of minimum 60,000MT to KOWEPO. However, if Bidder has supplied 1 panamax(60,000MT to 75,000MT) to KOWEPO, the Bidder shall submit a letter of guarantee concerning the freight costs (including demurrage cost, dead freight, port charges etc.) in order to be awarded as a successful bidder on a FOBT basis.
