for Steaming Coal Supply Contract(for TAEAN Power Plant)

a. Material : (Sub)bituminous steam coal
b. Quantity and shipping schedule
Steam Coal(Specification) : NCV min. 5,800 kcal/kg(Spec A)
Quantity per annum : 220,000MT +/- 10%(110,000MT +/- 10% ? 2CGOs)
Price : Fixed U$ per mt
Shipping Schedule :
- 1st Shipment Loading at Colombian Port in 21th October~10th November, 2016 and Loading at Western Russian Ports in 1st~20th November, 2016
- 2nd Shipment Loading at Colombian Port in 1st~20th November, 2016 and Loading at Western Russian Ports in 5th~25th November, 2016
- The difference between the guaranteed NCV and the limit of range for NCV shall be less than 100kcal/kg (within 100kcal/kg)
-Only Western Russian and Colombian coals allowed to participate in this bidding.
-When NCV is greater than 6,100 kcal/kg, calorific bonus shall be applied upto 6,100kcal/kg
-The Quality Specifications is based on Spec. A.
-Buyer should require to submit the full set of Ash Analysis.
(1) Shipment Size & Delivery Term :
- Spec A : Mini-Cape(110,000mt +/- 10% shipping tolerance) on FOBT basis
(2) Coal Mine
Each shipment of coal to be purchased by KOWEPO and delivered by the Bidder shall be entirely supplied from a homogeneous coal. Supply of coal for any shipment from more than one mine may be allowed if it is a homogeneous.

4. Deadline for Bidding: 11:00 AM, 16th August, 2016 (Korea Standard Time)
5. Qualification of Bidder
Coal production company or Marketing company or Trading company those who have any successful coal supply record more than 60,000MT in recent three(3) years to one of the five(5) power generation companies(KOWEPO, KOSEP, KOMIPO, KOSPO, and EWP) or major power generation companies(or electric power companies) in Taiwan, Japan including RWE and EDF or major steel mill companies in Taiwan, Japan and Korea, who shall meet the whole requirement of ITB including but not limited to coal quality specification, shipping schedule and quality, etc.
If the Bidder has had any material unfaithful performance record in honoring the contract with one of Korean 5 (five) Gencos (KOSEP, KOSPO, KOWEPO, KOMIPO, and EWP) KOWEPO shall have the right, at its sole discretion, neither to allow its participation in this Bid nor to award the contract even if it is selected as most competitive one. With regard to this, Bidders are deemed to agree not to raise any claim against KOWEPO?s referring, if any, to other Gencos whether they have any unfaithful track record.
After being awarded as a successful Bidder, if a successful Bidder fails to enter into making a contract or fails to execute the contract signed, the Bidder will be banned from participating in KOWEPO?s future coal purchasing tender for at least 6 (six) months, which is the KOWEPO?s sole right and could not be challenged under any circumstances. Along with this restriction on participating in KOWEPO?s future coal purchasing tender, the performance bond shall revert to KOWEPO without any justification and KOWEPO may draw such full amount under the performance bond if KOWEPO judges it is necessary to compensate KOWEPO for its losses, damages, expenses, or other costs (or any part thereof) arising from or related to the Seller`s default.

The Bid documents which submitted by personal e-mail or a method other than those noted above shall not be accepted.
