COAL TENDER: Paiton Energy opens 2-2.5mt coal supply tender

REQUEST FOR PROPOSALS

General
PT Paiton Energy (PE), the Developer, Owner and Operator of the existing Paiton Swasta I (2 x 615 MW) Power Plant located at Paiton, Probolinggo Regency is seeking proposals from Indonesian coal Producers to enter into long term supply agreements to supply coal to the existing units. In total approximately 2 - 2.5 million tonnes of sub-bituminous coal will be required per annum to support the operations of these units commencing in the year 2018 onward. The interested party should have a valid holder of IUP-OP (Ijin Usaha Pertambangan Operasi Produksi) or CCoW.

Basic Requirements
- Minimum quantity to be contracted: 500,000 tonnes per year
-Contract term: 5 years with option to extend upto 20 years.
-Reserves: Sufficient for mine life of 10 years minimum or for contract duration
-Production Capacity: > 2.5 million tonnes per year minimum
-Experience: must have experience supplying PLN and/or IPP in Indonesia
-Pricing: Refer to HPB formula
-Delivery Point: CIF or FOB Paiton Coal Unloading Jetty by barge or handymax vessel (provided with self unloading gears)

Basic Quality Parameters (Rejection Limits)
-HHV (kcal/kg GAR): 4500 minimum and 5400 maximum
-Total Moisture - as received (% by weight): 16% minimum and 35% maximum
-Grindability: 39 minimum and 60 maximum
-Ash - as received: 7% arb maximum
-Sulphur - as received: 0.6% arb maximum (High CV coal) or 0.4% arb maximum (Low CV coal)
-AFT - as received (?C): > 1070 ?C (High CV coal) or > 1050 ?C (Low CV coal)
-Na2O (% by weight in ash): <6% db (High CV coal) or < 1% db (Low CV coal)
- Sizing (mm): 75 mm maximum
-Fines (% <6 mm): 45%
-Volatile Matter ? as received: 30% minimum and 45% maximum

Tender documents: Tender documents can be collected at the reception area of Paiton Energy?s office between 09.00 to 17.00 until January 18th, 2017. All tenderers must submit the proposal based on the tender document. Prospective tenderers will be required to acknowledge receipt of the document.
