INTRODUCTION
Our client, NTPC Limited (hereinafter referred to as NTPC) have requirement of 8.25 Million Metric Tonnes (8.25 MMT) (+/- 2%) of imported coal of specifications mentioned herein, to be supplied over a period of Seven (7) months with scheduled beginning from September, 2008 on 'FOR Destination' basis at Power stations of NTPC.through various Indian Ports. STC, therefore, intends to procure imported coal for various NTPC?s thermal power stations.

The Scope of Work briefly includes import of Coal to Indian Ports, arranging vessels, stevedoring, handling, storage, port clearances, arranging Railway rakes, loading, transportation and delivery at NTPC power station(s). All other activities for clearing and forwarding of the consignments like customs clearance, coordination with Port, Railways and any statutory authorities shall also be part of Scope of Work. Unloading of Coal at Power Stations end from Railway Wagons shall be arranged by NTPC.

The coal shall be procured on C & F Indian Port basis and the bidders shall have to carry out handling of cargo for final delivery at the various power stations of NTPC. The bidders have to quote the C & F price at Indian port and handling charges at different ports. The bidders shall have to undertake handling and transportation of coal to the various power stations of NTPC as per the contractual quantity and quality.

Sealed tenders are invited from competent bidders, mine owners or their authorized agents in two bid system under this tender and terms thereof. Bidder will quote delivered cost in Indian Rupees with detailed break-up of C & F Prices, Custom Duty, Port Charges, Handling Cost, Insurance and Freight as per the price schedule specified in the tender. The bidders should obtain all necessary and related statutory clearances applicable for supply of imported coal against this Tender from the concerned authorities.

GENERAL INFORMATION
i. The prospective bidders are invited to submit their Bid comprising of Technical & Commercial aspects and Bid Prices for the subject procurement, in line with the provision of the bidding documents. Methodology for submission of bids has been detailed hereunder in this document.

ii. The cost on account of preparation and submission of Bid, negotiations, discussions etc., as may be incurred by the Bidder in the process are not reimbursable by the STC, and the STC will in no case be responsible or liable for these costs, regardless of the conduct or out come of the bidding process. iii. The STC reserves the right to reject any or all bids, wholly or partially, and to annul the bidding process without assigning any reasons whatsoever, at any time prior to award of contract, and in such case no bidder/intending bidder shall have any claim arising out of such action.
