Dentons HPRP advises on $6 billion EV battery project in Indonesia

Law firm Dentons HPRP said on Monday it had advised a state-owned enterprise group involved in Indonesia’s electric vehicle ecosystem on a $6 billion integrated battery investment project aimed at strengthening the country’s EV supply chain.
The project is being developed in collaboration with state-owned miner PT Antam and HYD Investment Limited, a Chinese investment vehicle controlled by Zhejiang Huayou Cobalt Co., Ltd. and EVE Energy Co., Ltd., as well as Indonesian listed firm PT Daaz Bara Lestari Tbk.
The planned facility will form an end-to-end electric vehicle battery ecosystem in Indonesia, covering refining and precursor production, cathode materials, battery cell manufacturing and battery recycling.
With a projected capacity of up to 20 gigawatt-hours, the integrated project is expected to support Indonesia’s ambition to become a global hub for EV battery production by leveraging its abundant nickel resources.

The project is also expected to create about 10,000 jobs and contribute to Indonesia’s efforts to reduce greenhouse gas emissions and strengthen energy security in the transportation sector.
Dentons HPRP said its legal team conducted a comprehensive review and helped structure the framework agreement governing the project’s development, phased implementation and joint venture arrangements.
The team was led by partner Hendra Ong, with support from associates Reyner Mulia and Anissa Astarina Soeranto.
The firm said the mandate included navigating regulatory requirements, internal governance policies and investment limitations tied to the client’s status as a subsidiary of a state-owned enterprise, as well as supporting negotiations with project partners through the signing of the framework agreement.
Indonesia has been seeking to attract large-scale investment in EV battery manufacturing as part of its strategy to build a domestic electric vehicle industry and move further up the global battery supply chain.
