Electricity IUPTL license issued in less than three hours

The Investment Coordinating Board (BKPM) has managed to issue so-called electricity supply business license (or IUPTL) for six power plant projects in less than three hours as the government moves to speed up licensing procedure in a bid to help improve investment climate in the electricity sector.
The Directorate General of Electricity at the Ministry of Energy and Mineral Resources said in a statement obtained Wednesday that the six power plant projects include 2x50 MW PLTU Sulut coal-fired power plant in North Sulawesi, 2x5 MW PLTM Sion Sumut mini hydro power plant in North Sumatra, 1 MW PLTS Jakabaring solar power plant in South Sumatra, 35 MW PLTGU Senipah Expansion gas and coal-fired power plant in East Kalimantan, 275 MW PLTGU gas and coal-fired power plant in Riau, and 428 MW PLTA Tampur 1 hydro power plant in Aceh.
The statement said that the speedy issuance of the IUPTL license comes following the issuance of Ministerial Regulation No 15/2016 on three hours speedy licensing service in infrastructure projects in the energy sector.
Since 2014, the Ministry of Energy and Mineral Resources has delegated authority in issuing ten types of licenses in the electricity sector to the BKPM?s integrated one-stop service center. The ten licenses include IUPTL, operating license, authority in determining business area, electricity supporting services business license, cross border electricity sales and purchase license, license to utilize electricity network for telecommunications, multimedia, and information purposes, license for preliminary geothermal survey, geothermal license, approval of geothermal supporting license, and license to use explosives in geothermal projects.
The Directorate General of Electricity now only handles three certifications via online system including operation feasibility certification (or SLO), electricity business entity certification (or SBU), and certification of electricity technicians competency.
