Energy Ministry warns 46 mining permit holders over delayed RKAB filings

The Energy and Mineral Resources Ministry has issued a third warning to holders of 46 mining permit entries for failing to submit their 2026 work plan and budget (RKAB) documents, including 17 entries related to nickel mining operations.
The warning was issued through Directorate General of Mineral and Coal letter No. T-1119/MB.04/DJB/2026 dated May 11, 2026, signed electronically by Director General of Mineral and Coal Tri Winarno on behalf of the Energy and Mineral Resources Minister.
The ministry said the warning followed two previous notices issued on Jan. 26 and March 9 regarding the submission of 2026 production-stage RKAB documents.
Under Energy and Mineral Resources Ministerial Regulation No. 17/2025, holders of production-operation mining business permits (IUP), special mining business permits (IUPK), and contract continuation permits are required to submit annual RKAB documents by Nov. 15 for government approval.

The ministry said companies that had not submitted their 2026 RKAB documents were previously given until April 9, 2026 to comply. However, based on the ministry’s evaluation as of April 13, the listed business entities had still failed to submit applications for approval.
“In connection with the negligence, a sanction in the form of a warning is hereby imposed,” the ministry said in the letter.
The companies were instructed to submit their RKAB approval applications through the ministry’s online RKAB system within 30 days of the issuance of the warning letter.
The attachment to the letter listed 44 permit entries under mineral commodities and two entries under non-metal mineral and rock commodities. Several companies appeared more than once because they held multiple mining permits covering different commodities or locations.
Based on a Petromindo compilation, nickel accounted for 17 permit entries, making it the largest commodity group on the warning list. Tin followed with 11 entries, while other commodities included iron, manganese, galena, gold, copper, iron sand and clay.
The nickel-related permits were located across major mining regions including Morowali, Banggai, Luwu Timur, Konawe Utara, Konawe Selatan, Halmahera Selatan and Morowali Utara.
Meanwhile, the tin-related permits were concentrated in Bangka, Belitung, Bangka Tengah, Belitung Timur and Karimun.
