EXCLUSIVE - Uncertainty hits 14 mining applications

The fate of 14 mining contract of works may be hit by uncertainty due to potential problem in the implementation of regional autonomy policy in the mining sector.
The government has principally approved the application of the 14-mining contract of works of the seventh generation and has submitted it to the House of Representatives for final approval.
But the House has so far declined to make the approval on grounds that according to the regional autonomy policy, the central government no longer has the right to issue mining license since November 6, 2000.
On the other hand, some also doubt whether the province and district administration are fully prepared to implement their greater power.
Legislator Emir Moeis told Petromindo.Com that the central government must issue a technical and implementation guidance for the regional administration to be able to implement their greater authority.
Emir said that without the technical guidance, the regional administration would face difficulties in designing mining rulings or licenses that were in line with the policy of the central government.
He said that the regional administration must issue license for 14 mining applications.
But he said that the regional administration could face difficulties in issuing the license because they may lack the necessary skills and technical know how despite their greater authority.
