Government cancels re-tender for Makassar waste-to-energy project

Finance Minister Purbaya Yudhi Sadewa has decided to cancel the planned re-tender for the Makassar Waste-to-Energy Project (PSEL) in Makassar, South Sulawesi, and instructed that the project proceed immediately under the existing winning consortium.

The project will continue to be developed in Tamalanrea District by Shanghai SUS Environment and PT Grand Puri Indonesia (GPI) under their consortium PT Sarana Utama Synergy (SUS).

The decision was made during an online debottlenecking meeting of the Government Strategic Program Acceleration Task Force (P2SP) on May 7, where Purbaya stressed the need to accelerate implementation of the national strategic project.

“There is no need for another tender since the tender process has already been completed. Just continue with it,” Purbaya said during the meeting.

He said relocating the project to land prepared by the Makassar City Government in the Antang landfill area would delay implementation, while President Prabowo Subianto had instructed ministries and agencies to accelerate waste-to-energy projects.

“There is an instruction not to rely on regional governments because it takes too long. If it can be accelerated, then accelerate it,” he said.

Purbaya added that the project should proceed on land already prepared by the investor to avoid additional financial burdens on the Makassar City Government and lengthy land acquisition processes.

“The important thing is that this project must proceed. The President wants this waste-to-energy project to move forward quickly,” he said.

According to Purbaya, PT SUS will continue the project under the revised framework stipulated in Presidential Regulation No. 109.

“PT SUS will proceed under the new scheme in Presidential Regulation No. 109. The important thing is that the project can move forward quickly,” he said.

He also urged the Makassar administration to coordinate with the investor to ensure smooth project implementation without requiring the city government to purchase additional land.

“This must be handled flexibly,” Purbaya said.
