Government extends again offering period of oil, gas areas

The Ministry of Energy and Mineral Resources has decided to extend for the second time the offering period of conventional and non-conventional oil and gas working areas, offered to investors via so-called direct offer and regulator tender mechanisms.

The ministry?s Directorate General of Oil and Gas said in a statement on Tuesday that the extension of the offering period was made to allow more time for would-be investors to study the new Ministerial Regulation No 52/2017 on gross split production sharing contract which was introduced on August 29 of this year.

The directorate said that tender participants need more time to study several changes in the draft of the contracts following the introduction of the new regulation, and amid lingering taxation issue in the gross split mechanism.

The new schedule for direct offer and regular tender mechanisms are as follows.
Access to bid document: until November 20, 2017
Submission of participation document: until November 27, 2019

During the May 14, 2017 Indonesian Petroleum Association (IPA) Conference and Exhibition, the ministry offered to investors 15 oil and gas working areas (WKs), comprising of 10 conventional working areas and five non-conventional working areas, through direct offer mechanism and regular tender with details as follows.

A. Conventional WKs offered via direct offer mechanism:
1. Andaman I, offshore Aceh
2. Andaman II, offshore Aceh
3. South Tuna, offshore Natuna
4. Merak Lampung, offshore and onshre Banten-Lampung
5. Pekawai, offshore East Kalimantan
6. West Yamdena, offshore and onshore Maluku
7. Kasuri III, onshore West Papua

B. Conventional WKs offered via regular tender mechanism:
1. Tongkol, offshore Natuna
2. East Tanimbar, offshore Maluku
3. Mamberamo, offshore and onshore Papua

C. Non-conventional WKs offered via direct offer mechanism:
1. MNK Jambi I, onshore Jambi, Shale Hydrocarbon
2. MNK Jambi II, onshore Jambi & South Sumatra, Shale Hydrocarbon
3. GMB West Air Komering, onshore South Sumatra, CBM

D. Non-conventional WKs offered via regular tender
1. GMB Raja, onshore South Sumatra, CBM
2 GMB Bungamas, onshore South Sumatra, CBM.
