Govt completes 142 oil, gas industry standards, 29 competency standards

The government via the Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources has formulated a total of 142 national standards (better known under its local abbreviation of SNI) for the oil and gas industry operating in the country.

The directorate said in a statement over the weekend that two of the standards have become mandatory following the issuance of Minister of Energy and Mineral Resources (MEMR) Regulation No 15/2008 on the application of Indonesia National Standard on Liquid Transportation System for Hydrocarbon (SNI:13:3473-2002) and Indonesia National Standard Pipe System for Gas Distribution and Transmission (SNI: 12-3474-2002).

The directorate also said that there were 17 proposed SNI standards put into consensus during 2013 from two technical committees including committee on oil and gas material, equipment and installation; and committee on lubricants, and oil and gas production.

In addition, the directorate has also formulated 29 standards on work competency, or better known under the local abbreviation of SKKNI (Indonesia National Standard on Work Competency), which is used as a guideline in implementing training and education programs for professionals in the oil and gas industry.

Ten of the SKKNI standards have become mandatory following the issuance of MEMR Regulation No 20/2008 on the Mandatory Application of SKKNI in Oil and Gas Activities.

The 10 mandatory SKKNI standards are as follows.
1. SKKNI standard for on shore oil drilling in oil and gas and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP. 241/MEN/V/2007 dated 31 May 2007.
2. SKKNI standard for laboratory test in oil and gas and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.242/MEN/V/2007 dated 31 May 2007.
3. SKKNI standard for well maintenance in oil and gas, geothermal industrie as stipulated under Minister of Transmigration and Labor Decree No KEP 243/MEN/V/2007 dated 31 May 2007.
4. SKKNI standard for environmental management system in the oil and gas and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.244/MEN/V/2007 dated 31 May 2007.
5. SKKNI standard for the operation of lifting and moving equipment in the oil and gas and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.245/MEN/V/2007 dated 31 May 2007.
6. SKKNI standard for aviation in the oil and gas and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.246/MEN/V/2007 dated 31 May 2007.
7. SKKNI standard for work safety and health in the oil and gas, and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.248/MEN/V/2007 dated 31 May 2007.
8. SKKNI standard for production operation in the oil and gas, and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.250/MEN/V/2007 dated 31 May 2007.
9. SKKNI standard for seismic survey in the oil and gas, and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.251/MEN/V/2007 dated 31 May 2007.
10. SKKNI standard for boiler operation in the oil and gas and geothermal industries as stipulated under Minister of Transmigration and Labor Decree No KEP.254/MEN/V/2007 dated 31 May 2007.
