Govt forms task force to monitor decentralization

Vice President Megawati Soekarnoputri has issued a presidential decree to form a special team for the monitoring of decentralization program.

The so-called "central team of work for the implementation of the Autonomy Law No. 22/1999 and the Intergovernmental Fiscal Balance Law No. 25/1999" is chaired by Minister of Home Affairs and Regional Autonomy Surjadi Soedirdja, under the presidential decree issued Nov. 10.

Surjadi is assisted by Minister of Finance Prijadi Praptosuhardjo and State Minister for Administrative Reforms Ryaas Rasyid, who both serve as deputies chairman and members.

The team's secretary is director general of regional administrations at the ministry of home affairs and regional autonomy. He is assisted by head of financial and monetary analysis body at the ministry of finance, who serves as vice secretary of the team.

The team has 15 members, who are senior governmental officials.

Under the decree, the team has jobs of formulating strategic policies for the decentralization program, including the organization structure of regional administrations.

The team will also determine the phases and priorities in the drafting of regulations related to the implementation of the Autonomy and Intergovernmental Fiscal Balance Laws.

It will also supervise and facilitate the drafting of the decentralization regulations and disseminate information on the regulations.

The team is also tasked with determining steps to be taken by the government to speed up the decentralization program. (Godang and Alex)
