Netherland-based engineering and project management consultancy Haskoning has secured a contract to develop coastal protection and climate resilience projects along Indonesia’s North Java coastline, including in Demak and Cirebon.
The project is being carried out for Invest International and the Indonesian government under a framework aimed at supporting sustainable infrastructure and economic development.
The consultancy will provide engineering, environmental and social advisory services, including feasibility studies, environmental and social impact assessments under Indonesia’s AMDAL framework, and detailed engineering designs for the projects.
The work is intended to prepare the projects to a tender ready stage and support their submission to Indonesia’s Green Book program by the first quarter of 2027, making them eligible for financing from Invest International.
The North Java coastline faces growing risks from climate change, including land subsidence, tidal flooding, shoreline erosion, declining water quality and mangrove degradation.

According to Haskoning, the projects will focus on hybrid and nature based coastal protection solutions designed to safeguard coastal communities, infrastructure and ecosystems.
Mark van Zanten, senior project manager at Haskoning, said the company would combine local expertise with international coastal engineering experience to develop integrated protection strategies.
The project team also includes Witteveen+Bos, Rebel Group , SGS Nederland, ONE and UNDIP.
The final outputs are expected to include engineering designs, financial plans and spatial planning recommendations for integrated coastal resilience measures aligned with Indonesian government standards, IFC performance standards and Invest International requirements.
