Indonesia advances tender for JORR III toll road project

Indonesia has advanced the tender process for the Sentul Selatan-Karawang Barat toll road, part of the Jakarta Outer Ring Road III (JORR III) network, with the project carrying an estimated investment value of Rp34.75 trillion (US$2.01 billion).

According to the toll road regulatory body BPJT, the prequalification registration period for the project closed on May 1.

The toll road will stretch around 60.36 kilometers, connecting Sentul Junction in Bogor with Karawang Junction in West Java.

The project is designed to directly connect three existing toll road networks: the Bogor Ring Road toll road, the Jakarta-Cikampek Selatan toll road and the existing Jakarta-Cikampek toll road.

Under the technical plan, the toll road will use a four lane dual carriageway configuration, or 4x2 lanes.

The project will be implemented under a Design Build Finance Operational Maintenance Transfer (DBFOMT) scheme with a 40 year concession period.

Public Works Ministry will act as the contracting agency under the public-private partnership framework, while government guarantees are planned to be provided through PT Penjaminan Infrastruktur Indonesia.

Investment recovery will rely on toll road user charges.

The project is expected to improve connectivity between Bogor, Bekasi and Karawang while easing congestion on existing transport corridors serving industrial areas east of Jakarta.
