Indonesia Power: Invitation for PQ of EPC works to develop Bali steam cycle power plant

TO DEVELOP STEAM CYCLE POWER PLANT
ON THE EXISTING GAS TURBINES FRAME 7,
AT PEMARON, BALI
1. PT. Indonesia Power (?PT IP?) as project owner (?owner?), a wholly owned and subsidiary of PT PLN (Persero), is a power company who owns about 9,000 MW installed capacity power plant in Java-Bali System, Including the power plants in Bali with Rating Capacity of 380 MW.
2. In 2002, PT IP relocated its 2 x 48 MW Gas Turbine Frame 7 (?Existing GTs?) from the Tanjung Priok to Pemaron ?Bali to solve electricity shortage and improving transmission voltage profile on the 150 KV Transmission in northern Sub-System Bali, PT IP had also purchased two units of HRSG(s), One unit of Steam Turbine & Generator, control system and balance of plant (?the Purchased Steam Cycle Machineries?), excluding Unit Step Up Transformer. Those already purchased equipments and materials are now available at the site store in Pemaron ? Bali. The machineries are mostly made by European , American and Japanese manufactures.
3. PT IP invites potential EPC Contractors (?Applicants ?) with good qualification to convert the Purchased Steam Cycle Machineries to become a Complete Steam Cycle Plant (?Project?) that to be connected to the Existing GTs. Applicants are required to guarantee performances for main equipments and the Steam Cycle Plant
4. In general, work scope of the Project will consist of, but not limited to ,conducting technical assessment , repairing and refurbishment of the Purchased Steam Cycle Machineries , as well as engineering design , purchase required equipments, provide financing for the Project, construct, test and commission the Steam Cycle Plant. Applicants will also be responsible to ensure that the Project fulfills the technical requirement as stipulated in point 3.
5. Applicant qualifications: 1) Have sound financial conditions and be able to demonstrate its financial strengths to complete the Project timely, and 2) Has ability to handle project with similar complexity as stipulated in point (4).
6. To ensure that the Steam Cycle Plant can be operated as specified and guaranteed within a period after COD, then a Deferral Payment Scheme will be implemented for this Project. More detail information about this scheme will be described in the Tender Document.

8. Registration will be available after Applicant has made full payment of IDR 10,000,000 or equivalent and submitted original copy of a power of attorney if represented by unauthorized person.
9. Due to the complexity and uniqueness of the Project, upon registration, Applicants will be allowed to conduct technical assessment of the Purchased Steam Cycle Units either at the site and/or investigate the documents at PT IP Head Office in Jakarta. More detail of instructions and coordination for this Technical assessment will be provided by the Procurement Team. (end)
