Indonesian government reduces special gas allocations for power plants

Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, has reduced the allocation of special-priced gas (Harga Gas Bumi Tertentu/HGBT) from the Corridor Block for several power plants supplied through PT Perusahaan Gas Negara Tbk. (PGAS).

The reduction affects several companies, including PT Pelayanan Listrik Nasional Batam (a subsidiary of PT Kawasan Industri Jababeka Tbk, PT Bekasi Power, PT Cikarang Listrindo Tbk, and PT Krakatau Chandra Energi (a subsidiary of PT Chandra Daya Investasi Tbk.).

These adjustments are outlined in the Ministry of Energy and Mineral Resources' Decree No. 282.K/MG/MEM.M/2025, signed on August 19, 2025. The decree revises the volume and number of power plants eligible for HGBT gas, as previously stipulated in Decree No. 77.K/MG.01/MEM.M/2025.

“This Ministerial Decree takes effect as of the date of issuance,” Bahlil stated, as quoted in the official release on Thursday, September 11, 2025.

Revised allocations

Under the new regulation:

• PT Pelayanan Listrik Nasional Batam now receives 40.69 billion British thermal units per day (bbtud), down 47.83% from the previous 78 bbtud.

This allocation supplies multiple gas-fired power plants, including PLTMG Balai, PLTGU/PLTG/PLTMG/STG Panaran, PLTGU Tanjung Uncang, PLTMG/PLTGU Kabil, PLTMG Sekupang, PLTMG Batu Ampar, PLTGU ELB, PLTGU DEB, and PLTGU MEB.

• PT Bekasi Power’s allocation has been slashed to 6.48 bbtud, a 91.69% reduction from the previous 78 bbtud.

Bekasi Power operates a 130 MW power plant in the Bekasi industrial area, under its parent company PT Kawasan Industri Jababeka Tbk. (IDX: KIJA).

• PT Krakatau Chandra Energi now receives 9.45 bbtud, an 87.95% decrease from 78 bbtud.

This company operates the 120 MW PLTGU Krakatau Chandra Energi in Cilegon, Banten, and is a subsidiary of PT Chandra Daya Investasi Tbk. (IDX: CDIA).

• PT Cikarang Listrindo Tbk. (IDX: POWR) has seen its allocation cut to 21.38 bbtud, down 72.61% from the previous 78 bbtud.

The company operates the PLTG Cikarang Listrindo, supplying electricity to the state utility PT Perusahaan Listrik Negara (PLN).

Prior to these changes, PT Perusahaan Gas Negara Tbk. (PGAS) had reported a decline in gas supply volumes from upstream contractors earlier this month. This shortage temporarily disrupted deliveries to several customers in West Java.

PGAS Corporate Secretary Fajriyah Usman explained that the shortfall was due to unplanned operational maintenance by some suppliers and delays in additional gas supply still in the procurement process.

“As PGN has yet to receive additional domestic LNG cargoes for the August 2025 period, we have advised affected customers to adjust their gas usage accordingly,” Fajriyah stated in a written announcement dated August 16, 2025.

PGAS estimated a shortfall of approximately six LNG cargoes to meet demand through the end of the year. The company projected its total LNG requirement for 2025 at 12 cargoes.
