NOTICE OF REQUEST FOR PRE-QUALIFICATION
OF INTERNATIONAL COMPETITIVE BIDDING
PT Indonesia Power (IP), a power generation company which is a subsidiary of PT PLN (Persero), intends to build Gas Fired Diesel Power Plants (Dual Fuel) with total net dependable capacity of 200 MW (4-stroke/2-stroke diesel engine) having unit capacity from 15 to 35 MW each (hereinafter called ?the Project?), in order to replace the existing diesel power plant at Pesanggaran, Bali. The Project will be financed by PT Indonesia Power?s own fund,
We invite reputable companies in the form of Consortium/Joint Operation between original or under licensed manufacturer of gas fired diesel engine with EPC contractor/contractors, at least with one wholly local owned EPC contractor, to participate in the international bidding for the engineering, procurement, construction and commissioning of the Project. The Consortium/Joint operation as a whole shall have experience in carrying-out the EPC work of thermal power plant project having similar scope and complexity, at least 100 MW capacity.
The bid will be conducted through Two Stages Bidding Process with pre-qualification, to select applicant that are eligible and satisfying the qualification requirement to undertake the Project.
The general criteria shall be as follows:
? The eligibility of the applicant to undertake the Project will be based on certain administration, technical and financial criteria.
? The applicant shall be able to supply 4-stroke/2-stroke gas fired diesel engine having unit capacity from 15 to 35 MW each. The engine shall be capable using Gas (with pilot fuel) or MFO, and shall not be prototype (minimum shall have been in operation for 12,000 hours successfully, proved by an end-user reference letter).
? The number of diesel generator sets shall be maximum 12 units for 4-stroke engine or maximum 8 units for 2-stroke engine.
? In case of under-licensed Manufacturer, applicant shall have the license agreement with the Original Engine Manufacturer and have experienced to build diesel power plant in similar scope and complexity outside the country of origin
? The Project shall use local content with minimum of 30% of Total Project Cost.
Only applicants who meet all the criteria set forth in the PO document will be invited to participate in the Bidding Process.
