Kazakhstan files WTO dispute against Indonesia over HRC tariffs

Kazakhstan has initiated a dispute at the World Trade Organization (WTO) over Indonesia’s additional duties on imports of hot-rolled coils (HRC) from the country, according to a request circulated to WTO members on April 15.

The move marks Kazakhstan’s first case as a complainant in the WTO dispute settlement system. It argues that Indonesia’s measures are inconsistent with provisions under the General Agreement on Tariffs and Trade (GATT) 1994, the Anti-Dumping Agreement, and the Marrakesh Agreement establishing the WTO.

The request for consultations formally launches the dispute process and allows both sides to seek a negotiated solution. If no agreement is reached within 60 days, Kazakhstan may request the establishment of a dispute panel.

The case could escalate into a broader trade dispute if it proceeds to litigation.

Separately, Kazakhstan’s steel production rose by 3.9% year-on-year to 4.27 million tonnes in 2025, while flat steel output increased by 6.4% to 2.88 million tonnes.
