?KBN will form a consortium with partners including a local private company and two Chinese firms,? Dahlan told President Susilo Bambang Yudhoyono at an inauguration ceremony of a hospital at the Cakung industrial zone on Tuesday. He did not disclose the names of the partners.
Dahlan said that the power plant will supply electricity to industrial zones around Jakarta and consumers in other cities of Java.
He said that the move to develop the giant power plant in Cakung was made after his disappointment for the slow progress in the development of the planned 2x1000 MW coal-fired power plant in Batang, Central Java, by a consortium comprising of coal giant PT Adaro Energy Tbk and Japanese firms J-Power and Itochu Corp.
?I was rather irritated with the Batang power plant (project) which to date has yet to be completed despite it being developed under the public private partnership scheme. Permits have been obtained through breakthroughs, but it (the project) has yet to be completed,? Dahlan said.
Recent reports said that the consortium could not yet obtain financial closure for the Batang power plant project as the required land has yet to be fully acquired. It has so far acquired about 80 percent of the land.
He said that the development of the Cakung power plant will be easier as key factors such as land, funding, and electricity buyers have been made available.
Meanwhile, KBN President Director Sattar Taba said that the power plant will be developed on a 100-hectare site, which will undergo reclamation process including for the construction of a 60,000 DWT-capacity port, a process expected to be completed before end of 2014, so that ground breaking for the power plant project could be made in 2015, to allow commercial operation of the new plant in 2019.
