KMOU Launches Graduate Scholarship Program to Develop Indonesia’s Future Talent in the Offshore Plant Service Industry

This program aims to strengthen policy, training, and industrial capabilities by nurturing Indonesian government, industry, and academic professionals in Korea

Korea Maritime&Ocean University (KMOU), one of South Korea’s leading maritime universities, announced that it is implementing the “Indonesian Eco-Friendly Offshore Plant Service Industry Capacity Building Project”, an Official Development Assistance (ODA) initiative supported by the Ministry of Oceans and Fisheries of the Republic of Korea, which aims to strengthen cooperation with Indonesia in the offshore plant service industry.

This ODA initiative will run from 2025 to 2029 with a total budget of approximately KRW 4.36 billion. Conducted by KMOU on behalf of the Korean Ministry, and in cooperation with Indonesian government agencies, educational institutions, and industry stakeholders, the project endeavors to build a sustainable cooperation platform between the two countries by supporting technology cooperation, human capacity development, training infrastructure development, and policy exchange in the offshore plant service sector.

Unlike conventional training programs, this program is designed to connect policy, education, and industrial operations within Indonesia’s offshore plant service industry. Additionally, high-potential areas such as environmentally friendly decommissioning and reutilization of aging offshore facilities, as well as FSRU utilization and CO2 injection applications, are covered under this program. Major components of this ODA include the establishment of a simulator-based joint training center at STIP Jakarta, scheduled to open in July 2026, along with related simulator training, as well as invitation-based training and master’s and doctoral degree programs held in Korea. In total, the project is expected to directly benefit more than 200 personnel linked to the offshore plant service industry sector.

Among these components, the graduate scholarship program is positioned as a long-term investment to cultivate future policy leaders, training specialists, and industry professionals for Indonesia’s offshore plant service industry. Government officials who complete the program are expected to strengthen their capacity in policy formulation, regulatory improvement, international cooperation planning, and industrial support mechanisms. Meanwhile, professionals from industry players and candidates from academic institutions will be able to develop expertise that links field practice with advanced research in areas such as LNG, FSRU, decommissioning, conversion, and plant operation and maintenance.

More importantly, the impact of this scholarship program goes beyond individual degree attainment. Once the scholarship awardees return to Indonesia, they will be more prepared to contribute to policy formulation, curriculum development, project planning and implementation, and the creation of follow-up Korea–Indonesia cooperation programs. In the longer term, this is expected to support the development of a self-sustaining human resource development system in Indonesia and strengthen the institutional and technical foundation of the nation’s offshore plant service industry.

KMOU elaborates that its graduate programs are not limited to classroom-based education. Through academic and research activities in marine engineering, maritime policy, and interdisciplinary marine science and technology, the university aims to develop multidisciplinary professionals capable of understanding both industrial operations and policy frameworks. This is expected to support Indonesia with a stronger foundation for building its own offshore plant service industry and expand the related market based on the availability of locally trained professionals.

Scholarship candidate recruitment will be open from 1 to 12 June 2026 for five master’s positions and three doctoral positions, targeting applicants from Indonesian government agencies, related institutions, and universities.

Selected scholars of this ODA program will have the opportunity to join graduate programs at KMOU, participate in research activities, and engage in Korea–Indonesia cooperation networks. Through this program, both countries will systematically foster the next generation of leaders in the offshore plant service industry.
