KOWEPO opens tender for 1.1 million tons per annum of bituminous coal

REQUEST FOR PROPOSAL
for
Steaming Coal Supply Long-Term Contract
for TAEAN Power Plant

1. RFP No. : KOWEPO-Coal?2006-LT-01

2. Qualification: Coal Producer or Marketing Company
If the Supplier who has awarded a bidding of Korean 5(five) Generation Companies in recent 1(one) year period, but has failed to supply and caused problems of the Quality of coal etc., the buyer shall have the right, at its sole discretion, to limit the qualification to participate in the RFP.

3. Total quantity: 1,100,000MT per annum of Bituminous coal
- Total quantity will be varied upon the proposal
- Proposal Quantity: at least 300,000MT per annum on basis of both FOBT and CFR price.
* In the event that the quality is outside the limits of range of the Standard Quality Specifications as speicified in the attached RFP, KOWEPO will select as the successful Supplier if KOWEPO judges that Coal can be used by the Taean Power Plant

4. Term of the Contract: 3 Year (April 1, 2006 ~ March 31, 2009)
- The delivery of coal for the 1st Contract Year should be made from April 1, 2006 to March 31, 2007.

5. Procurement Procedures
- Multiple companies will be selected as preferential suppliers for further negotiations through the evaluation of Coal Quality and 1st Contract Year Price
- According to the result of price negotiations with the selected suppliers, KOWEPO shall select successful supplier(s) in the order of the lowest evaluated price until it amounts to 1,100,000MT per annum.

6. Deadline of Proposal is 5:00 p.m. on Thursday, 2nd March, 2006 (Korean Standard Time)
