Malaysian renewable energy firm CITAGLOBAL Berhad has submitted a proposal to develop a waste-to-energy and agricultural biomass power plant in Indonesia’s Lampung Province.
The plan was presented during a meeting between CITAGLOBAL representatives and Governor of Lampung, Rahmat Mirzani Djausal, on April 16, 2025, in Bandarlampung. During the visit, the company handed over a signed Letter of Intent (LoI) from its board of directors in Kuala Lumpur, indicating its intention to proceed with the project.
CITAGLOBAL intends to begin a joint feasibility study with the Lampung provincial government. The proposed facility will process municipal waste and agricultural residues into electricity using waste-to-energy technologies.

As part of the initial development phase, the company has prepared an 8.1-hectare site for the construction of the power plant. The plant is expected to generate around 2 megawatts (MW) of electricity per hectare, based on the company’s projected technology specifications.
The company is also considering partnering with local firms for technology integration and exploring opportunities to sell electricity directly to industrial consumers, given existing limitations in securing power purchase agreements with state electricity firm PT PLN (Persero) for waste-based electricity.
