Minister issues two regulations on electricity

The Ministry of Energy and Mineral Resources (MEMR) has issued two regulations aimed on tariff adjustment starting January 1, 2015 and compensation for customers.

The regulations are the MEMR Regulation No. 31/2014 on Tariff of Power supplied by PT Perusahan Listrik Negara (PLN) and the MEMR Regulation No. 33/2014 on Quality of Service and Costs related to the Power Distribution by PLN, the Directorate General of Electricity said in a statement on Thursday.

Both regulations were issued with the purpose of maintaining the sustainability of power generation business, improving quality of service for customers, raising electrification ratio, and promoting the use of electricity subsidy for right targets, and adjusting power tariffs for certain groups of customers, the Directorate General explained during a coffee morning session.

Under the MEMR Regulation No. 33/2014, as of January 1, 2015, tariffs of power from PLN for 12 categories of non-subsidized customers will be adjusted. The 12 customer groups are (1) R-1/TR households with a voltage of 1.300 VA, (2) R-1/TR households with a voltage of 2.200VA, (3) R-2/TR households with a voltage of 3.500VA s.d 5.500VA, (4) R-3/TR households with a voltage of 6.600VA or higher, (5) B-2/TR business with a voltage of 6.600VA through 200kVA, (6) B-3/TM business with a voltage of above 200kVA, (7) I-3/TM industry with a voltage of above 200kVA, (8) I-4/TT industry with a voltage of above 30.000kVA, (9) P-1/TR government office with a voltage of 6.600VA s.d 200kVA, (10) P-2/TM government office with a voltage of above 200kVA, (11) P-3/TR public streetlight and (12) TR/TM/TT special service.

Meanwhile, the MEMR Regulation No. 33/2014 regulates among others the amount of compensation payable by PLN to its medium and high voltage customers who use bank guarantee.
