Ministry issues new regulation on tin export procedure

The Ministry of Trade has recently issued a new Minister of Trade Regulation No 44/M-DAG/PER/7/2014 on the procedure for tin export.

The ministry said in a statement last week that the new regulation is a revision to Minister of Trade Regulation No 78/M-DAG/PER/12/2012 and Minister of Trade Regulation No 32/M-DAG/PER/6/2013.

It added that the new regulation would be effective by November 1, 2014, but it would be revised and adjusted again by March 1, 2015 at the latest.

?The Minister of Trade Regulation is revised to create legal certainty and conducive investment climate, support the smooth process of tin export, fulfill tin requirement of domestic industry, as well as increase value added and competitiveness, and for the supervision of tin export,? said Director General of International Trade, Partogi Pangaribuan.

Partogi said that according to the new regulation, tin products are classified into pure tin bars (tin in the forms of bar with Sn content of no less than 99.9 percent resulting from processing and refining by smelter); non-pure tin bars (tin in the form of bar with Sn content of no less than 93.93 percent) which are generally used for soldering and welding; tin solders (Sn content maximum 99.7 percent in the form of bar or other forms generally used for soldering and welding) ; non-solder tin alloys (maximum Sn content of 96 percent in the form of bar or other forms, not used for soldering or welding).

Partogi said that the new regulation stipulates tin for export must meet certain technical specifications including with regards to the Sn content, size and form, and labeling.

Export of pure tin bars must be made via the tin commodity bourse. The price formed on the bourse can be used as the basis for calculating royalty/production fee, the ministry statement said. Pure tin bars can only be export after producers pay the necessary royalty, it added.

The statement added, that tin producers must obtain registered exporter status to be allowed to make export.

And, tin destined for the export market must first undergo verification process by surveyor.
