The Directorate General of Coal and Mineral at the Ministry of Energy and Mineral Resources made a soft-launching on May 23 of its E-PNBP, an electronic system for the payment of non-tax financial obligations of miners such mining royalty and so-called land rent, the two main components of government non-tax revenue from the mining sector (also known as PNBP).
Secretary of the directorate general, Iwan Adhi Prasetya said in a statement obtained Monday that E-PNBP will improve services to the miners and eventually improves collection of government non-tax revenue from the mining sector.
As the E-PNBP will be linked with systems in other government institutions such as the customs office and port and regional administrations, it would help prevent miners from abusing the self-assessment system in paying their royalty and other financial obligations to the state. For instance, sometimes bad miners did not calculate their royalty obligation using the coal or mineral reference price set by the government.
Iwant said that the E-PNBP will help increase the government non-tax revenue by 150 percent. He did not provide details.
