Invitation to Apply for Eligibility and to Bid
Supply and Delivery of Imported Steaming Coal to Sual and Pagbilao CFTPP CY2006
1. The National Power Corporation now invites Bids from eligible Bidders for the above supply.
2. It intends to apply the sum as shown below being the Approved Budget for the Contract (ABC), inclusive of maximum loading tolerance and provisional sum:

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the IRR-Part A of RA 9184, and is restricted to Filipino citizens/sole proprietorships, Organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (RA 5183). Only bids from Bidders who pass the eligibility check will be opened.
4. A complete set of Bidding Documents may be purchased from BCSD upon payment of a non-refundable fee of P20,000.00 per mine source per schedule, either in cash or manager?s check. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.
5. Pre-Bid Conference shall be on Nov. 7, 2005, 9:00 A.M. at Hariraya Function Room, NPC, Diliman, Q.C.
6. Bidders are encouraged to submit Eligibility Documents on or before Nov. 14, 2005 for evaluation and issuance of Class A certification.
7. Bids and eligibility requirements must be delivered at designated venue on the target bidding dates. All Bids must be accompanied by a Bid security in the form and amount stated in the Tender Document. Late Bids shall not be accepted.
8. NPC reserves the right to accept or reject any Bid, to annul the bidding process and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidders. Any inquiry regarding the above invitation shall be addressed to the undersigned.
