Paiton seeks proposals from coal miners for long-term supply agreements

REQUEST FOR PROPOSALS

General
PT Paiton Energy (PE), the Developer, Owner and Operator of the existing Paiton Swasta I (2 x 615 MW) Power Plant located at Paiton, Probolinggo Regency is seeking proposals from Indonesian coal Producers to enter into long term supply agreements to supply coal to the existing units. In total approximately 4 million tonnes of sub-bituminous coal will, be required per annum to support the operations of these units commencing in the year 2017 onward. The interested party should have a valid holder of IUP-OP (Ijin Usaha Pertambangan Operasi Produksi) or CCoW.

Basic Requirements
Minimum quantity to be contracted: 500,000 tonnes per year
Contract term: at least 5 years
Reserves: sufficient for mine life of 10 years minimum
Production Capacity: > 2.5 million tonnes per year minimum
Experience: must have experience supplying PLN and/or IPP in Indonesia
Pricing: Refer to HPB formula
Delivery Point: CIF or FOB Paiton Coal Unloading Jetty by barge or handymax vessel (provided with self unloading gears)

HHV (kcal/kg GAR): 4900 minimum and 5400 maximum
Total Moisture ? as received (% by weight): 16% minimum and 32% maximum
Grindability: 39 minimum and 55 maximum
Ash ? as received (mg/kcal): 1.1 mg/kcal minimum and 8.0 mg/kcal maximum (equivalent with 0.57% arb min and 4.16% arb max at CV 5200 gar)
Sulphur ? as received (mg/kcal): 0 mg/kcal minimum and 0.75 mg/kcal maximum (equivalent with 0% arb mm and 0.39% arb max at CV 5200 gar)
AFT ? as received (?C): > 1070 ?C
Na20 (% by weight in ash): <1%
Sizing (mm): 75 mm maximum
Fines (% <6 mm): 45%
Volatile Matter ? as received: 35% minimum and 40% maximum
