Pertamina, BSM plan integrated energy complex in Banten

State-owned oil and gas firm PT Pertamina and PT Bina Sarana Migas (BSM), a subsidiary of Kalla Group, are planning to develop an LNG-based integrated energy complex in Bojonegara, Serang Regency, Banten Province, an expansion from the initial plan of developing an LNG receiving terminal.
?Initially, the companies only planned to build an LNG receiving terminal. But an energy complex is being considered due to the energy demand in West Java,? said Vice President of LNG at Pertamina, Didik Sasongko Widi on Friday.
According to Pertamina data, West Java last year experienced gas deficit of 315 mmscfd, which is projected to triple to 962 mmscfd in 2025. In comparison, the country?s gas deficit last year was 1,013 mmscfd, and is projected to rise to 3,206 mmscfd in 2025.
?We see the western part of Java as strategic,? Didik said.
The planned energy complex will comprise of an LNG receiving terminal and regasification facility, new oil refinery, and combined-cycle power plant with capacity of between 1,000 and 2,000 MW.
The refinery project in the Bonjonegara energy complex is outside Pertamina?s planned new refinery projects under the so-called Refinery Development Master Plan (or RDMP).
The planned combined-cycle power plant is also outside the 2016-2025 electricity procurement business plan of state-owned electricity firm PT PLN.
Didik said that Pertamina will have a minority stake in the energy complex project, the majority of which to be held by BSM.
He said that the project is targeted to start operation in 2020, starting with the LNG receiving terminal first, initially with capacity of 500 mmscfd, which will be doubled to 1,000 mmscfd in the second stage.
